The Government\u2019s White Paper, Planning for the Future proposes that a new \u2018Infrastructure Levy\u2019 will replace section 106 planning obligations and the Community Infrastructure Levy and be set in a way which delivers at least as much - if not more - onsite affordable housing than at present. It also proposes that the Levy will be payable on the completion of development. The White Paper commits to developing a comprehensive resources and skills strategy for the planning sector to support the implementation of our reforms \u2013 so that, as we implement our reforms, local planning authorities are equipped to create great communities through effective civic engagement and proactive plan-making.<\/p>

We want to reduce the amount of resource-consuming bureaucracy and streamline or abolish assessments and other requirements that are burdensome and slow-down planning departments. Part of achieving this will be through modernising the planning process, so that routine tasks are automated and decision-making is improved by better access to data and digital services. This will allow local authorities to focus attention on plan making and place shaping. We are also exploring options to introduce a new planning fee structure to ensure that local planning authorities are properly resourced to improve the speed and quality of their decisions.<\/p>

The £387 million extension to the Local Growth Fund included £137 million for Department for Transport for retained transport schemes.<\/p>

The UK Shared Prosperity Fund (UKSPF) will help to level up and create opportunity across the UK in places most in need, such as ex-industrial areas, deprived towns and rural and coastal communities, and for people who face labour market barriers.<\/p>

This explains the eligibility to claim an exemption from the Levy and the regulatory processes that must be followed by the applicant in applying for, obtaining and maintaining an exemption. It also explains the steps the local authority must follow. Legislation requires that any exemption from a levy charge must be obtained prior to the commencement of the development.<\/p>

The CIL liability notice must include the chargeable amount and state the amount of any exemption. The local authority must issue a revised liability notice if the chargeable amount changes, including if there is a change to the exemption. Where an authority issues a liability notice any earlier liability notices cease to have effect.<\/p>

The CIL regulations set out an appeal process, under which an applicant has 60 days from the issuance of their CIL liability notice, and prior to the commencement of development, to appeal the chargeable amount. We are not currently seeking to introduce an additional arbitration process to CIL.
