The Government is committed to modernising the private rented sector and intends to introduce a new, fairer deal for both landlords and tenants.

Following the recent announcement to put an end to ‘no-fault’ evictions by repealing section 21 of the Housing Act 1988, we will shortly publish a consultation on the details of our package of reforms. We will use the consultation to test whether specific provisions for different types of housing, such as student accommodation are wanted or needed.

Landlords will still be able seek possession using existing grounds under section 8 of the Housing Act 1988, including the ground relating to accommodation tied to employment. These reforms will allow the flexibility for renters to move, including for work, if they wish. Tenants will still be able to choose to end the tenancy, as long as they provide requisite notice to the landlord, retaining the flexibility we know is important to some renters.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "answeringMemberPrinted" : {"_value" : "Lord Bourne of Aberystwyth"} , "dateOfAnswer" : {"_value" : "2019-05-22", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL15643"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-05-22T14:15:26.287Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-05-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Private Rented Housing: Labour Mobility"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the effect of their announcement of 15 April on changes to the private rental sector on labour mobility.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1137", "label" : {"_value" : "Biography information for Lord Patten"} } , "tablingMemberPrinted" : [{"_value" : "Lord Patten"} ], "uin" : "HL15642"} , {"_about" : "http://data.parliament.uk/resources/1125853", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1125853/answer", "answerText" : {"_value" : "

The Building Regulations set minimum energy performance standards for new homes and non-domestic buildings. They are deliberately couched in performance terms and do not prescribe the technologies, materials or fuels to be used, allowing builders the flexibility to innovate and select the most practical and cost effective solutions in particular circumstances. We plan to consult in the coming months on improving energy efficiency requirements in new and existing buildings where the evidence suggests it is cost effective, affordable, practical and safe to do so.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "answeringMemberPrinted" : {"_value" : "Lord Bourne of Aberystwyth"} , "dateOfAnswer" : {"_value" : "2019-05-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-05-14T15:30:17.757Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-04-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Buildings: Climate Change"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what is their assessment of the announcement made on 22 April by the New York City Mayor that he intends to ban glass clad skyscrapers because of their contribution to global warming; and whether they consider it to have any implications for future construction of high rise buildings in the UK.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1137", "label" : {"_value" : "Biography information for Lord Patten"} } , "tablingMemberPrinted" : [{"_value" : "Lord Patten"} ], "uin" : "HL15410"} , {"_about" : "http://data.parliament.uk/resources/917778", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/917778/answer", "answerText" : {"_value" : "
35 billing authorities in England did not apply a council tax premium in 2017-18 on homes that have been empty for two years or more – which is the latest year for which data is available centrally (see table below). Some of these authorities may have introduced the premium in 2018-19. Of the 291 billing authorities that applied a premium in 2017-18, three applied premiums at less than the 50% rate. These are Harrogate (25%), Richmondshire (10%) and Rutland (10%)
