The introduction of temporary VAT relief was an extraordinary measure designed to relieve the burden of VAT on the price of purchasing personal protective equipment (PPE) used for protection from COVID-19 by frontline workers and has particularly aided sectors that cannot recover VAT on such goods due to their VAT exempt status, such as care homes. This was needed during the initial period of the COVID-19 crisis when the global supply of PPE did not meet demand, resulting in inflated prices.<\/p>

The Government has published guidance on the use of personal protective equipment (PPE) for care workers during the current period of sustained COVID-19 transmission which they are expected to follow. Providers should ensure that the appropriate PPE is always worn and used correctly. For visitors this is an appropriate form of protective face covering, which may include a surgical face mask where specific care needs align to close contact care. The Government is providing free PPE for adult social care providers for COVID-19 needs until March 2021.<\/p>

In response to the provisions in the Coronavirus Act 2020 in relation to death certification, the General Register Office/Home Office and the Office for National Statistics published revised guidance to medical practitioners completing medical certificates of cause of death (MCCD) for a period of emergency. This guidance confirms that COVID-19 is an acceptable direct or underlying cause of death for the purposes of completing the MCCD.<\/p>

The cause of death is certified by a medical practitioner. Our policy is informed by expert advice to ensure it is based on the latest international and domestic evidence. We have worked closely with a range of social care stakeholders in developing our policy on visiting care homes during the pandemic.<\/p>

We will continue to monitor the evidence, and ensure best practice is reviewed and can be applied as we amend our care home visiting guidance to reflect the national situation, and account for the risk of transmission of COVID-19 to vulnerable residents and social care staff.<\/p>

Plans are currently being developed to allow specific family and friends to visit care homes supported by testing. The Scientific Advisory Group for Emergencies (SAGE) provides scientific advice to support the Government response to COVID-19. In fulfilling this role SAGE considers a wide range of infectious disease modelling.<\/p>

Part of this advice includes consensus medium-term projections of hospitalisations and deaths produced by the Scientific Pandemic Influenza Group on Modelling. These represent a scenario in which the trajectory of the epidemic continues to follow current trends.
