Cannabis-based products for medicinal use are Schedule 2 controlled drugs under the Misuse of Drugs Regulations 2001, which means that manufacturers, importers and distributors of these products must hold valid Home Office and Medicines and Healthcare products Regulatory Agency (MHRA) licences for the relevant activities which will include possession, supply and production of controlled drugs. Funding for the multi-year (2018/19 \u2013 2020/21) Agenda for Change (AfC) pay and contract reform deal was confirmed alongside the Government\u2019s announcement via a Written Ministerial Statement (HCWS803<\/a>) laid before the House on 27 June 2018 that the Government was accepting the collectively agreed deal. This statement followed the previous Written Ministerial Statement (HCWS574<\/a>) laid before the house on 21 March 2018 in which additional funding for the AfC deal was committed to should trades union members agree to the deal.<\/p>

In line with the Chancellor\u2019s commitment at Budget 2017, the Government released the £800 million already set aside to support the first year of the deal for 2018/19 in England.<\/p>

Funding for the remaining two years of the deal (2019/20 and 2020/21) has been made available as part of the long-term funding settlement for the National Health Service.<\/p>

As committed to in the second chapter of our childhood obesity plan, published in June 2018, the Department of Health and Social Care and the Department for Digital, Culture, Media and Sport have jointly consulted on introducing further advertising restrictions for products high in fat, sugar and salt (HFSS) on TV and online. As part of this consultation we invited views on whether the scope of this consultation should be extended to other forms of media and how HFSS products should be defined. We have received a high level of responses to the consultation and it is important we take the time to consider them carefully before we set out further action.<\/p>

Improving diagnosis and ensuring better outcomes for patients diagnosed with cancer is a priority for the Durham Dales, Easington and Sedgefield Clinical Commissioning Group (CCG). The interim NHS People Plan, published on 3 June 2019, puts the workforce at the heart of the National Health Service and will ensure we have the staff needed to deliver high quality care. A final People Plan will be published soon after the conclusion of the 2019 Spending Review.<\/p>

Phase 1 of the Cancer Workforce Plan for England, published in December 2017 by Health Education England (HEE), set out plans to expand capacity and skills in the cancer workforce, including targeting additional training support for seven priority professions which are key to cancer prevention, diagnosis and treatment, such as clinical radiology, histopathology, oncology and diagnostic and therapeutic radiography.<\/p>

HEE will now work with NHS England and NHS Improvement to understand the longer-term workforce implications of further development of cancer services. This work will inform the final People Plan.<\/p>

The allocation of funding to clinical commissioning groups (CCGs) to support them in commissioning services for their local population is one of the key duties of NHS England. The approach NHS England must take in setting allocations is outlined in the mandate from the Department which says:<\/p>

\u201cThe Government expects the principle of ensuring equal access for equal need to be at the heart of NHS England\u2019s approach to allocating budgets.\u201d<\/p>

The approach is also informed by NHS England\u2019s duty to reduce inequalities to accessing services and the outcomes of care.<\/p>

These two aims are reflected in the target formula, which produces a target allocation or \u2018fair share\u2019 for each area, based on a complex assessment of factors such as demography, morbidity, deprivation, and the unavoidable cost of providing services in different areas. The NHS England Board has agreed a pace of change policy that seeks to bring all CCGs to target funding over time.<\/p>

<\/p>

The formula is based on independent academic research and is overseen by an independent external group, the Advisory Committee on Resource Allocation, which provides advice to the Secretary of State for Health and Social Care and the Chief Executive of NHS England.<\/p>

New European Union Regulations for medical devices (MDR) entered into force in May 2017 and will fully apply from May 2020.<\/p>

The new Regulations substantially strengthen the regulatory framework for medical devices and notified bodies are having to make significant changes to meet the enhanced requirements. These changes have the aim of improving the quality, consistency and rigour of notified body assessments, which was one of the Government\u2019s key aims for the new legislation.<\/p>

Ministers have met with and received letters from industry representatives who have raised concerns about capacity in the notified body sector across the EU to support the implementation of the MDR. The Government recognises the importance of having competent notified bodies across the EU in place in sufficient time to ensure continuity of supply of products to the United Kingdom market.<\/p>

For this reason, at the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council on 14 June, the Parliamentary Under-Secretary of State (Baroness Blackwood of North Oxford) raised the Government\u2019s concerns about the readiness of critical infrastructure required to implement the MDR and the risk that some existing and new to market products will not be available to patients as a result.<\/p>

We very much recognise the benefits of the new Regulations and the imperative of full implementation as soon as possible in the interests of patient safety. Therefore, at EPSCO the Government emphasised the importance of finding a coordinated solution at an EU level and we will continue to do what we can to influence these discussions.<\/p>

In parallel with this activity, the Medicines and Healthcare products Regulatory Agency (MHRA) has been engaging with its notified bodies on an ongoing basis to ensure that sufficient resources are in place and notified bodies are prepared for the implementation of the new EU legislation. The MHRA is also offering a substantial amount of resource to the EU in order to support and expedite the designation process.<\/p>

Through the Office for Life Sciences, the Government plans to work with stakeholders to come to a shared understanding of the issues and discuss what further mitigating action could be taken. Further engagement with industry will therefore take place in the short term.<\/p>
