NHS England also monitors performance on the MHIS throughout the year alongside performance on non-financial metrics. Where a commissioner fails to achieve the MHIS requirements without valid cause, NHS England may consider regulatory sanctions including in exceptional circumstances imposing directions on the CCGs to increase its level of investment.<\/p>

There are a number of reasons why a CCG may not meet the MHIS, including high investment in the mental health service in previous years, or high investment in other partner CCGs in their region, which would offset any decrease in investment.<\/p>

These partnerships have worked to reduce the use of police cells for detentions under section 136 of the Mental Health Act. The College of Paramedics (CoP) Paramedic Evidence Based Education Project Report and Health Education England (HEE) found that paramedics could make a larger contribution to urgent and emergency care with enhanced knowledge and skills, including in dementia and mental health awareness.<\/p>

<\/p>

These new areas of enhanced knowledge and skills are included in the new edition of the CoP undergraduate paramedic curriculum. This curriculum must be used by all higher education institutions providing paramedic courses.<\/p>

<\/p>

HEE has continued to support and invest in this aspect of the paramedic skill base by funding and working alongside CoP to develop a suite of bitesize online continuing professional development modules for paramedics, including dementia and mental health awareness.<\/p>

Each year NHS England centrally collects the costs of specialised services via their ten regional commissioning hubs, which includes spend for adult secure mental health services.<\/p>

Due to the nature of the way the data has been collected it is not possible to break the spend down into low and medium secure services for the years up to 2016/17.<\/p>

For reporting years 2013/14 to 2015/16 spend data on low and medium secure services was collected as part of the National Programme of Care data.
