The Government is concerned about the reducing space for civil society and freedom of expression in Azerbaijan, including the detention of a number of high profile members of civil society. The Foreign and Commonwealth Office has issued a number of statements expressing concern, most recently on 17 and 23 April 2015, following the sentencing of human rights defender, Rasul Jafarov, and human rights lawyer, Intigam Aliyev respectively. We consistently raise our concerns both bilaterally and in international organisations such as the Council of Europe, the Organisation for Security and Co-operation in Europe and the UN. We have encouraged Azerbaijan to use the opportunity of hosting the European Games to address legitimate concerns about restrictions on human rights.

We are deeply concerned about the destruction of cultural heritage in Syria and Iraq, including the specific threat to Palmyra. The United Kingdom co-sponsored both UN Security Council Resolution 2199 (2015), which condemns the destruction of cultural heritage and requires member states to take measures to prevent the trade in looted antiquities, and UN General Assembly Resolution A/RES/69/281 (28 May 2015), which expresses the outrage of the global community at attacks on cultural heritage as a tactic of war to spread terror and hatred. My Rt Hon Friend the Secretary of State for Foreign and Commonwealth Affairs (Mr Hammond) discussed the protection of cultural heritage with his counterparts at the meeting of the Global Anti-ISIL Coalition Small Group in Paris on 2 June, at which UNESCO Director-General Ms Irina Bokova was present. We remain concerned about the case of Asia Bibi and the court\u2019s decision to uphold the imposition of the death penalty for blasphemy. We hope the verdict will be overturned at the next appeal. On 28 October 2014, I raised our concerns on Ms Bibi\u2019s case with the Pakistan High Commissioner. On 5 December 2014 the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) stressed our concerns about Pakistan\u2019s blasphemy law with Prime Minister Sharif. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), discussed Pakistan\u2019s misuse of the blasphemy laws with Prime Minister Nawaz Sharif in November 2014.<\/p>

We continue to urge the Government of Pakistan to protect the human rights of all its citizens as laid down in the Constitution and in accordance with international standards.<\/p>

Our concerns about religious freedom in Pakistan are documented in the Foreign and Commonwealth Office\u2019s annual Human Rights report and quarterly updates.<\/p>

The Overseas Territories are separate jurisdictions with their own democratically elected Governments, Constitutions and laws under which Territory authorities are responsible for the regulation of banks. It is primarily for the law enforcement authorities of the Territories to deal with any allegations brought to them. UK law enforcement authorities would only become involved if the allegations involved criminality in the United Kingdom.<\/p>

The Caribbean Overseas Territories and Bermuda are active members of the Caribbean Financial Action Task Force, one of Financial Action Task Force associated bodies. They are subject to evaluations of their anti-money laundering regimes through this body and these assessments are publicly available.<\/p>

The UK and Territory Governments have a shared agenda on the application of high international standards for financial regulation. The London P5 Conference took place at Lancaster House, 4-5 February, and covered a wide range of issues relevant to the Nuclear Non-Proliferation Treaty, encompassing disarmament, non-proliferation and the peaceful uses of nuclear energy. The Conference included outreach with a number of non-nuclear weapon states \u2013 Australia, Canada, Mexico, the Netherlands and the United Arab Emirates \u2013 as well as civil society. P5 delegates also visited the Atomic Weapons Establishment; this was part of our efforts to enhance transparency, but appropriate measures were put in place to ensure that our national security interests were protected.<\/p>

A very wide range of views was expressed by participants at the Conference, as reflected in the factual summary of the conference issued under the Chair\u2019s authority. Some argued that the way to achieve the goal of a world without nuclear weapons was to ban weapons now, or to fix a timetable for their elimination. This approach fails to take account of the stability and security which nuclear weapons can help to secure. None of us would gain from a loss of that stability. The United Kingdom believes that the UN Disarmament Machinery and the Non-Proliferation Treaty provide the right forum for working towards a world without nuclear weapons. The UK Ambassador restated our concern at the humanitarian consequences which could result from the use of nuclear weapons. That is why the UK works extremely hard to prevent the use of nuclear weapons, to prevent the proliferation of nuclear weapons, and to keep our own nuclear weapons safe and secure. We are also committed to working towards a world without nuclear weapons. We shall, however, retain a credible, continuous and submarine-based deterrent for as long as the global security situation makes it necessary.
