We are currently working with industry to produce a UK Bioeconomy Strategy that will bring together biological industries, academia and innovators, linking up farmers and land managers with high-tech industries.<\/p>

This will cover a range of issues such as: intellectual property practices; policy, regulation and industry guidance on waste; the impact of bio-based procurement; and standards for bio-based plastics and other bio-materials. As part of this, the Government will work with UK Research and Innovation and industry to identify the demand, benefits and implications of a standard for bio-based and biodegradable plastics.<\/p>

On 3 April the Government confirmed that we will implement a total ban on the sale of elephant ivory in the UK with narrow and limited exemptions. We intend to ban elephant ivory as it is the most commonly-found and traded form of ivory. We are aware of some concern that a ban on the sales of elephant ivory could lead to displacement of poaching to other ivory-bearing specifies. The illegal importing of dogs is a serious issue. Defra is currently reviewing enforcement and consulting on new measures to help further crack down on this trade.<\/p>

<\/p>

The Animal and Plant Health Agency (APHA) is working in partnership with Dogs Trust and other NGOs, enforcement bodies and transport carriers to identify non-compliant animals destined for Dover and Folkestone ports. This partnership began in December 2015 and has resulted in over 700 puppies being seized and placed into quarantine.<\/p>

<\/p>

In January 2018, APHA established an intelligence database now in use for the receipt, development and dissemination of information covering the range of animal health and welfare work. APHA is also looking into establishing a Task Force to consider the better co-ordination of intelligence with other Government Departments and enforcement bodies.<\/p>

<\/p>

At the 2nd EU Platform for animal welfare several Members asked for the establishment of a further sub-group on the illegal trade in dogs and cats. The UK would be supportive of a group focusing on this issue. In terms of bilateral engagement, Defra has raised specific abuses of the Pet Travel Scheme with authorities in the relevant countries, and this has resulted in changes to how they implement their pet regulations.<\/p>

<\/p>

We also recognise the illegal trafficking of dogs is ultimately driven by demand. We have published guidance to follow when purchasing a dog such as buying from a reputable supplier and viewing the animal, its mother and its documentation before purchase. The guidance also highlights the trade in illegal imports.<\/p>

A total of 14 of regulations have been introduced in England as a result of EU legislation from 23 June 2016. Impact assessments were required for two of these regulations which together provide an estimated direct annual net cost to business of £560,000. A list of the regulations including those with impact assessments is provided below.<\/p>

A total of six EU directives are currently expected to require domestic legislation by Defra before we leave the EU on 29 March 2019. Assuming we continue to transpose EU law during the envisaged implementation period, we are currently aware of a further five EU regulations that would require domestic legislation before the end of 2019.
