Through its Restoring Sustainable Abstraction (RSA) Programme, the Environment Agency (EA) is working with local water companies and the Catchment partnerships to significantly improve the condition, flow and habitats of chalk streams Beane, Mimram and Lee.

As part of the Programme, Affinity Water and the EA have committed to investing £3 million by 2020 in habitat improvement projects for these chalk streams. These are currently in the planning and design stage. Delivery will accelerate as the Programme progresses over the next five years.

In order to achieve the greatest benefit from these works, Affinity Water has agreed to reduce abstraction from local chalk streams by over 40 million litres per day by 2024. It will significantly reduce abstraction at the Whitehall pumping station on the River Beane by 2018 by building a pipeline, currently under construction, to supply customers with water from alternative sources.

The EA partnership project at Waterford Marsh, also on the River Beane, has seen improvements for both wildlife and people through chalk stream restoration, pond creation, access repair, and the provision of new information boards.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4137", "label" : {"_value" : "Biography information for Rory Stewart"} } , "answeringMemberConstituency" : {"_value" : "Penrith and The Border"} , "answeringMemberPrinted" : {"_value" : "Rory Stewart"} , "dateOfAnswer" : {"_value" : "2015-12-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-12-15T10:39:57.503Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2015-12-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Rivers: North East Hertfordshire"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 22 June 2015 to Question 2734, what progress her Department has made on restoring physical habitats on chalk rivers in North East Hertfordshire constituency.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/69", "label" : {"_value" : "Biography information for Sir Oliver Heald"} } , "tablingMemberConstituency" : {"_value" : "North East Hertfordshire"} , "tablingMemberPrinted" : [{"_value" : "Sir Oliver Heald"} ], "uin" : "18868"} , {"_about" : "http://data.parliament.uk/resources/435850", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/435850/answer", "answerText" : {"_value" : "

The Flood Forecasting Centre – jointly operated by the Environment Agency and Met Office – combines world class science, knowledge and experience on meteorology and hydrology to forecast flood risk. The daily assessment of risk enables extra time for emergency responders to prepare.

The Government has recently announced funding for a £97m supercomputer that will cement the UK’s position as a world leader in weather and climate prediction. In addition to this, the Environment Agency operates a flood forecasting and warning service for over 3000 local communities at risk from both rivers and the sea. Advice is provided by phone and text to over 1.1m home and business owners when their property is at risk.

Further investment to improve timely and accurate information to the public is underway. A £6m programme of improvements to weather radar will be completed this year and live data on river levels from across England was made available on the Government’s website earlier this year.

The Government sees the contribution of UK agriculture as vital to our food security. A detailed analysis of the global and domestic factors affecting UK food security, the UK Food Security Assessment, was published in 2010 and refreshed in 2012. Its main conclusion was that UK food security depends on a combination of a strong domestic food production base and access to a wide variety of world markets. The assessment also analysed the impact of extreme scenarios and concluded that if necessary the UK could feed itself from domestic resources.
