Foster carers play a vital role in supporting some of our most vulnerable children and it\u2019s vital that they are given effective support.<\/p>

That\u2019s why children in foster care are already entitled to the universal 15 hours\u2019 free childcare and foster carers also receive funding and support for the care of their foster child, including a national minimum allowance, and favourable treatment in the tax and benefits system.<\/p>

We are in the first term of the 30 hours\u2019 free childcare offer and we will continue to keep the policy and how it works for families, including those fostering, under review.<\/p>

Where QAA identifies evidence of systemic concerns these issues may be investigated through a focused concerns investigation, a Higher Education Review (Alternative Provider) (HER (AP)) or a provider\u2019s annual quality monitoring visit<\/p>

QAA does not disclose the names of providers that are currently the subject of QAA concerns activity, or the nature or those concerns. But where these lead to a concerns investigation, the outcomes from this activity will be published on the QAA website once QAA has concluded its investigations.<\/p>

QAA did not report on any new concerns about Grafton College of Management Sciences or Greenwich School of Management within the last year. However, QAA\u2019s HER (AP) report on Grafton College, which was published in June 2016, contains a commentary on the status of an earlier completed concern investigation into Grafton College of Management Sciences (copy attached). A QAA outcomes report from the Greenwich School of Management\u2019s recent HER (AP) is also due to be published in December 2017.<\/p>

The offence of operating an unregistered independent educational establishment is created by section 96 of the Education and Skills Act 2008. There is a related offence, under section 97 of that Act, of intentionally obstructing a person carrying an inspection where it is believed that an offence under section 96 is being committed.<\/p>

The long-term cost of the student loan system is reflected in the Resource Accounting and Budgeting (RAB) charge, which measures the proportion of loan outlay that we expect not to be repaid when future repayments are valued in present terms. In each of the financial years (a) 2017-18, (b) 2018-19 and (c) 2019-20, the RAB charge for higher education loans is expected to change from around 30% under the previous policy to between 40% and 45% under the new policy. For Advanced Learner Loans, the RAB charge is expected to change from around 40% to between 50% and 55%.<\/p>

<\/p>

The allocated budget for RAB expenditure forms part of the total resource departmental expenditure limit. It is disclosed within the depreciation figure set out within the annual report and accounts. In 2016-17 annual report and accounts, this was £3.5bn for 2017-18, £3.9bn for 2018-19 and £4.3bn in 2019-20. As in prior years, the 2017-18 budget will be reviewed as part of the Supplementary Estimates process.<\/p>

The cost of the system is a conscious investment in young people. We are considering a range of approaches on the number of graduates in the workforce and addressing disadvantage through the early years\u2019 sector. This work is still underway. We continue to support graduates into the sector through our funding of the Early Years Initial Teacher Training programme, including bursaries and employer incentives. The allocated budget for the Resourcing, Accounting and Budgeting charge expenditure, forms part of the total resource departmental expenditure limit. It is disclosed within the depreciation figure set out within the annual report and accounts. In the 2016-17 annual report and accounts, this was £3.5bn for 2017-18, £3.9bn for 2018-19 and £4.3bn for 2019-20. As in prior years, the 2017-18 budget will be reviewed as part of the Supplementary Estimates process.<\/p>
