The Department for Education intervenes in all local authorities that receive an inadequate Ofsted rating for children\u2019s services.<\/p>

In the most serious cases, improvement may require statutory intervention, whereby, under the Education Act 1996, the Secretary of State is able to direct a local authority to take whatever action is deemed necessary to secure improvement. In the last few years, Ministers have directed the setting up of new governance structures, including partnering with another local authority (e.g. Isle of Wight), bringing in extra improvement support (e.g. Somerset), or establishing a Children\u2019s Services Trust (e.g. Doncaster).<\/p>

In other cases the department takes non-statutory steps, issuing an \u2018improvement notice\u2019 detailing what actions a local authority is expected to take to improve its services and closely monitoring progress. The London Borough of Lambeth Council\u2019s children\u2019s social care services became subject to Government intervention in May 2015, following Ofsted\u2019s judgement that these services are \u2018Inadequate\u2019. The Department has issued the Council with an improvement notice and has appointed an expert adviser to provide the Council with advice and challenge and to report regularly to the Department on improvement progress. The service child indicator collected via the school census is self-declared by parents. This indicator identifies children with parental responsibility who, at census day, are service personnel who are exercising parental care and responsibility and serving in: regular HM Forces military units; full commitment as part of the full time reserve service; or in the armed forces of another nation and stationed in England.<\/p>

Data from the 2017 spring school census, reflecting the position in schools as at 19 January 2017, shows that:<\/p>

(a) 253 pupils recorded as a service child were on roll of primary schools in York local authority area.<\/p>

(b) 144 pupils recorded as a service child were on roll of secondary schools in York local authority area.<\/p>

<\/p>

Additionally, the service child element of the pupil premium is allocated to children in year groups reception to Year 11 who have been recorded as a service child on any pupil level census in the last 6 years or are in receipt of a War Pension Scheme or Armed Forces and Reserve Forces Compensation Scheme pension from the Ministry of Defence as a result of injury, illness or death caused by Service. Pupil premium allocations for the 2017/2018 financial year show there were 472 pupils in York local authority eligible for the service child element of the pupil premium. The Department for Education is playing an integral role as part of the government\u2019s aim to reduce England\u2019s rate of childhood obesity significantly within the next ten years. We are working with other departments and agencies, including the Department of Health and the Department for Digital, Culture, Media and Sport, to deliver the childhood obesity plan.<\/p>

Our department supports the provision of nutritious food in schools to enable pupils to be well nourished, develop healthy eating habits and to concentrate and learn in school. Our school food standards regulate the food and drink provided during the school day, and foods high in fat, salt and sugar, as well as low quality reformed or reconstituted foods, are restricted.<\/p>

Alongside these standards, we are leading several significant programmes of work, as outlined in \u2018Childhood Obesity: A plan for action\u2019. This includes doubling the Primary PE and Sport Premium, investing £10 million a year into school healthy breakfast clubs and introducing a new voluntary healthy rating scheme for primary schools. We will come forward with further information on each of these programmes soon.<\/p>

The department has regular formal and informal conversations with a wide range of stakeholders on these programmes, including external organisations with an interest in school food, health, sport and physical activity.
