The Baker Dearing Educational Trust (BDT) receives a grant from the Department for Education to provide advice, guidance and pre-approval support to proposer groups developing applications to establish University Technical Colleges.<\/p>

New Schools Network (NSN) receives a grant from the department, which it uses to support the free schools programme and to provide the Academy Ambassadors Service, which finds senior business figures to join academy trust boards as non-executive directors.<\/p>

The Department has not made a specific assessment of the efficacy and effectiveness of Designated Safeguarding Leads (DSLs). Guidance for inspectors reflects the requirements for DSLs and inspectors report on whether arrangements in schools for safeguarding children are effective.<\/p>

The green paper \u2018Transforming Children and Young People\u2019s Mental Health provision\u2019 proposes to incentivise schools and colleges to put in place a Designated Senior Lead for mental health. Around half of schools already have a dedicated lead for mental health. The green paper proposal leaves flexibility for schools to decide on the role that the mental health lead should play and how it fits with the safeguarding lead and commits to review how schools\u2019 approaches to mental health and wellbeing is reflected in existing statutory policies, including safeguarding. The cross-government care leaver strategy \u2018Keep on Caring\u2019, published in July 2016, set out how we will support care leavers to make a successful transition from care to independence. Through the Children and Social Work Act, we are; introducing corporate parenting principles that will govern the way in which local authorities deliver services to children in care and care leavers; introducing a new duty on local authorities to consult on and publish a \u2018local offer\u2019 for care leavers; and extending support from a Personal Adviser to all care leavers to age 25.<\/p>

We believe, however, that central government departments, other public bodies and private and voluntary sector organisations also have a role to play in helping care leavers to make a successful transition to adulthood; and we are developing a \u2018care leaver covenant\u2019 which will provide a way for organisations from all sectors to make a commitment to offer support to care leavers.<\/p>

In the current academic year, the government is allocating over £500 million of funding for institutions to provide extra support for disadvantaged 16 to 19 year olds. This is to enable colleges, schools and other providers to support, attract and retain disadvantaged 16 to 19 year olds and to support students with special educational needs and disabilities.<\/p>

The statutory framework is clear that local authorities must ensure a placement enables a child to live with their sibling, if the sibling is also looked after. However, it is not always possible or appropriate to place sibling groups together. The child\u2019s \u2013 or children\u2019s - best interests are paramount. Where siblings cannot be placed together, contact should be actively encouraged and facilitated unless this goes against the child\u2019s best interest.<\/p>

The National Minimum Standards for fostering services (NMS) are clear that every foster parent should receive an allowance that covers the full cost of caring for a child. The government recommends a minimum allowance that fostering service providers should pay to their foster parents each week to cover the costs involved in looking after a child or young person. It is set out as a benchmark standard in the NMS and offers some consistency in the allowances paid by local authorities.<\/p>

Whilst it is for local authorities to decide the rate paid to foster parents in their area, our strong expectation is that foster parents with a child in placement will be paid at least the national minimum allowance. We know a number of fostering service providers already base their fostering allowances on rates that are higher than those recommended by the government.<\/p>

<\/p>

The National Fostering Stocktake, an independent review of the fostering system in England, has now concluded. The department will carefully consider any recommendations made by the review and the Education Select Committee on payments to foster parents. The government response will be published in spring 2018.<\/p>

The Spending Review 2015 made available more than £200 billion to local councils for local services up to 2019-20.<\/p>

<\/p>

Funding for children\u2019s services is an un-ring-fenced part of the wider local government finance settlement. It is for local councils to determine how to spend their non-ring fenced income on the services they provide, including services for children in care. Local councils increased spending on children and young people\u2019s services to over £9 billion in 2015-16.<\/p>
