World-class education is not only about having the highest standards in academic and technical education, it also means ensuring that education builds character and resilience.<\/p>

We want all children and young people to have opportunities to develop the key character traits of believing that they can achieve, being able to stick with the task in hand, seeing a link between effort today and reward in the future, and being able to bounce back from the knocks that life inevitably brings to all of us. Character must also be grounded in positive values such as kindness, generosity, fairness, tolerance and integrity.<\/p>

The 5 Foundations for Building Character announced on 7 February by my right hon. Friend, the Secretary of State for Education are sport, creativity, performing, volunteering and membership, and the world of work. Each of these areas covers a very wide range of activities that children and young people can enjoy doing. In developing key character traits, research suggests that high-quality delivery of the 5 foundations should take a structured approach, occur over a sustained period of time, and be self-directed by the child or young person. Through the support of teachers, coaches or other professionals, children and young people are more likely to receive a higher level of challenge and develop the traits that can help them achieve their goals.<\/p>

In 2018-19, £100 million was made available for schools through the Healthy Pupils Capital Fund for improving access to facilities for physical activity, healthy eating, mental health and wellbeing \u2013 including playgrounds and sports facilities.<\/p>

<\/p>

The Department allocates approximately £200 million in capital funding each year directly to schools in England to invest in small capital projects to meet the needs of their pupils and school. This could, for example, include investing in improving the provision of playgrounds and equipment to support health and well-being. On top of this, at Budget 2018, my right hon. Friend, the Chancellor of the Exchequer allocated an additional £400 million in capital funding for schools to spend on their own priorities.<\/p>

<\/p>

Local authorities continue to be the biggest investors in community sport and leisure infrastructure in England, which is important for delivering wider community and health benefits. In addition, Sport England is investing over £194 million (between 2016-21) into projects focusing on improving children\u2019s capability and enjoyment of physical activity as well as providing opportunities for talented athletes to develop their potential. It is important that all children have access to high-quality facilities and spaces in their local areas, so that they can be active in safe and well-designed places. In order to support this, Sport England are investing £40 million through their strategic facilities and £15 million per year on improving Community Sport facilities for the benefit of local communities.<\/p>

In judging the quality and standards of early years provision, Ofsted inspectors must assess the extent to which the learning and care provided by the setting meets the needs of the range of children who attend, including the needs of any children who have special educational needs or disabilities. At August 2015, 85 per cent of providers on the Early Years Register were rated good or outstanding for overall effectiveness. This is an increase of 11 percentage points since 2012.<\/p>

Local Authorities provide and offer Continuous Professional Development and training to early years settings; some of which may include training on play. The Department for Education recognises that play has an important role in supporting all young children to develop and prepare for later learning. The importance of play is already recognised within the early years legislation covered by Parliamentary Under-Secretary of State for Childcare and Education\u2019s portfolio.<\/p>

<\/p>

Play is covered in the statutory Early Years Foundation Stage framework and states: \u201cEach area of learning and development must be implemented through planned, purposeful play and through a mix of adult-led and child-initiated activity.\u201d<\/p>

<\/p>

Staff working in early years settings as Early Years Educators (level 3) and Early Years Teachers (graduates) are required to have an understanding of different pedagogical approaches, including the role of play in supporting early learning and development. The criteria for the Early Years Educator and standards for Early Years Teacher Status qualifications are set by the department. However, it is the responsibility of early years settings to provide play opportunities for their children and pupils, including those with special educational needs and disabilities.<\/p>

<\/p>

Ofsted registers childcare provision on the Early Years Register and the General Childcare Register and conducts a regular cycle of inspection to ensure that provision meets the required quality and safety standards.<\/p>

<\/p>

In judging the quality and standards of early years provision, Ofsted inspectors must assess the extent to which the learning and care provided by the setting meets the needs of the range of children who attend, including the needs of any children who have special educational needs or disabilities. At August 2015, 85 per cent of providers on the Early Years Register were rated good or outstanding for overall effectiveness.
