Following the consultation which closed in November 2018, the Department is currently finalising the regulations and guidance for the new subjects of Relationships Education, Relationships and Sex Education and Health Education.<\/p>
The Department plans to publish the Government response to the consultation in Spring 2019 and lay the regulations for debate in Parliament. Once the regulations have completed the Parliamentary process, they will be available to schools and other stakeholders along with the final guidance.<\/p>

The department continues to collect, review and publish data on local authorities\u2019 use of out-of-area placements. From our latest publication, 19% of all children in care were in a placement more than 20 miles from their home at 31 March 2018.<\/p>
The department is currently supporting a number of projects aimed at increasing capacity locally. Through our children\u2019s social care Innovation Programme, we are providing £5 million of funding to 3 projects in London and the South East that will increase the capacity of residential and fostering placements in the area. We are providing 3 local authorities with seed-funding to explore the possibility of setting up new secure provision, where our data shows that out of area placements are particularly common. Maintained nursery schools (MNS) make a valuable contribution to improving the lives of some of our most disadvantaged children. They experience costs that other providers do not, and we are providing local authorities with around £60 million a year in supplementary funding to enable them to protect MNS funding.<\/p>
This arrangement is due to end in March 2020, and what happens after that will be determined by the next Spending Review. Owing to uncertainty over the exact date of the Spending Review, we are considering how best to handle transitional arrangements for a number of areas, including MNS.<\/p>
To ensure that decisions are evidence-based, we have commissioned research to explore in detail the costs that MNS experience. That research will be published soon.<\/p>
