We are confident the digital technology sector and its start-up community will continue to grow from strength to strength. As outlined in our Digital Strategy and Charter, our ambition is to ensure the UK is the best place in the world to start and grow a digital business.

A significant part of achieving this is ensuring the wider ecosystem has the correct infrastructure for businesses to thrive. That is why the Industrial Strategy included commitments to boost spending on 5G digital connectivity right across the UK, raising investment in research and development, and improving skills by investing in maths, digital and technical education. DCMS’ Cyber Security team also supports and delivers programmes that accelerate and innovate cyber start-ups, including the NCSC Cyber Accelerator programme, and through the LORCA project - a vital step to ensure citizens and businesses can continue to operate safely online, whilst supporting UK entrepreneurs.

We know primary barriers to growth for start-ups are having adequate access to both finance and talent. That is why for finance, Government announced a new £2.5 billion British Patient Capital programme. This is expected to attract a further £5 billion in private investment, to support UK companies with high growth potential to access the long-term investment they need to grow and go global. In addition, if in the event that the Government cannot agree on a future relationship with the European Investment Bank prior to EU Exit, we will provide the British Business Bank with £200m of additional funding in venture capital and growth finance. This will provide start-ups across the country with the initial capital they need to start their business.

To continue to attract international talent, we have doubled the number of Tier 1 Exceptional Talent visas to 2,000. Doctors and nurses have been taken out of the Tier 2 visa cap, freeing up many more skilled worker visas to other sectors, including tech. 2019 will also see the launch of a new Start-Up visa for entrepreneurs, which will replace a route exclusively for graduates, opening it up to other talented business founders.

In the Autumn Budget 2017 we announced investment of £21 million to expand Tech City UK into a nationwide network – Tech Nation – aimed at accelerating the growth of the digital tech sector across the country. The funding will help Tech Nation support 40,000 entrepreneurs and up to 4,000 start-ups as they scale their businesses across the UK including Belfast, Cardiff, Edinburgh, and Newcastle.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4115", "label" : {"_value" : "Biography information for Margot James"} } , "answeringMemberConstituency" : {"_value" : "Stourbridge"} , "answeringMemberPrinted" : {"_value" : "Margot James"} , "dateOfAnswer" : {"_value" : "2019-02-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-02-13T16:47:44.637Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Digital, Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Digital, Culture, Media and Sport"} , "date" : {"_value" : "2019-02-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Technology: New Businesses"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Digital, Culture, Media and Sport, what steps the Government is taking to support tech start-ups.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1447", "label" : {"_value" : "Biography information for Andrew Rosindell"} } , "tablingMemberConstituency" : {"_value" : "Romford"} , "tablingMemberPrinted" : [{"_value" : "Andrew Rosindell"} ], "uin" : "216994"} , {"_about" : "http://data.parliament.uk/resources/1050265", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1050265/answer", "answerText" : {"_value" : "

Powers which may be used to tackle vandalism include the offence of criminal damage which carries a maximum sentence of up to ten years imprisonment and a Civil Injunction which can be imposed by the courts to place prohibitions or requirements on perpetrators of Anti social behaviour, which can include requiring them to stay away from a particular place or require them to repair damage to someone else’s property. For adults, breach is punishable by up to two years’ imprisonment and/or an unlimited fine.

The Government provides support for the repair of memorials through the Memorial Grant Scheme which makes grants towards the VAT incurred by charities and faith groups in the construction, repair and maintenance of public memorial structures, including war memorials. The scheme has a fixed budget of £0.5m per year for spending period.

To mark the centenary of the First World War, Government funded a four-year programme. One strand of this work was to ensure war memorials across the country are protected and the people they commemorate, remembered. The aim was to add 2,500 war memorials to the National Heritage List for England. The project finished at the end of September 2018, having added or amended a total of 2,645 war memorials to the list.

The video games industry is a great success story and we are committed to promoting its growth. Companies in the sector have received £230 million from the UK’s video games tax relief since its introduction in 2014, supporting 480 video games productions that together account for over £1 billion investment in the UK. The UK Games Fund, launched in 2015 with £4 million DCMS support, has further helped 75 businesses and 170 graduates, and has been provided with an additional £1.7 million from government to extend the fund to 2020.

The Creative Industries Sector Deal, published in 2018, also includes a Creative Scale-Up Programme piloting support for early stage creative businesses operating in Greater Manchester, the West Midlands and the West of England. On 10th January 2019, Government announced a new funding commitment from bookmakers worth an estimated £3m this year to ensure the welfare of greyhounds is protected and improved. We expect thousands of racing greyhounds are to be better cared for as a result of this new deal. The commitment is set to increase the total amount of funding from bookmakers to the British Greyhound Racing Fund to an estimated £10m this year.

The Greyhound Board of Great Britain (GBGB), responsible for the governance, regulation and management of the sport of licensed greyhound racing in England, Scotland and Wales, has committed to improve licensing and inspection standards on and off track. I look forward to meeting with them and the Greyhound Forum in the coming weeks to discuss this work further. A full audit of trainers’ residential kennels is underway to prioritise upgrades and GBGB has allocated £400,000 specifically for kennel upgrades in 2019. A further £160,000 has been allocated to support tracks which do not currently have air-conditioning in their kennel areas.

This commitment will further support greyhounds both before and after racing by helping to fund the GBGBs Injury Recovery Scheme and providing £1.4m to the The Greyhound Trust to help find homes for retired greyhounds, ensuring where possible they go on to enjoy a full and active life in retirement.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4513", "label" : {"_value" : "Biography information for Mims Davies"} } , "answeringMemberConstituency" : {"_value" : "Eastleigh"} , "answeringMemberPrinted" : {"_value" : "Mims Davies"} , "dateOfAnswer" : {"_value" : "2019-01-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-01-29T17:20:38.837Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Digital, Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Digital, Culture, Media and Sport"} , "date" : {"_value" : "2019-01-22", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Greyhounds: Animal Welfare"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Digital, Culture, Media and Sport, with reference to his Department's press release entitled Greyhound welfare boosted through multi-million pound deal with gambling industry, published in January 2019, whether (a) a full audit of the requirements needed has been made in relation to capital costs for repairs to trainers' kennels and tracks and (b) all revenue expenses have been calculated to ensure that no greyhound suffers (i) on the track and (ii) through lack of a good home.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1447", "label" : {"_value" : "Biography information for Andrew Rosindell"} } , "tablingMemberConstituency" : {"_value" : "Romford"} , "tablingMemberPrinted" : [{"_value" : "Andrew Rosindell"} ], "uin" : "211184"} , {"_about" : "http://data.parliament.uk/resources/1041607", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1041607/answer", "answerText" : {"_value" : "
