The recent EU Trade Strategy emphasised the EU’s engagement in deepening and rebalancing our relationship with China in a mutually beneficial way. The ongoing negotiation of a bilateral investment agreement is the top priority towards this objective and will bring substantial benefits for both the UK and the EU. The UK Government fully supports the ambition of further deepening the EU-China relationship through an FTA. Whilst no formal assessment has yet been made to ascertain the impact of an FTA with China we anticipate the benefits will be significant.

Switzerland and the European Union have entered into a significant number of free trade agreements. Switzerland has around 30 FTAs and the EU approximately 50. Services have been included in some of these agreements but not all.

The UK Government is a strong supporter of the inclusion of Services in free trade agreements, because it creates a more stable and transparent trading and investment environment for UK companies to export their Services to trading partner markets. This is why Services form a strong component in our modern trade agreements such as with Canada, Korea and Singapore. It will also feature strongly in the EU’s upcoming agreements with Vietnam and the United States (TTIP). Many of these agreement are very ambitious covering areas often not included in traditional agreements and reflecting the range of trade carried out by the EU.

The EU is committed to the inclusion on Services in its negotiations and has fully supported the establishment of the Trade in Services Agreement (TiSA). The agreement is solely based on Services and derived from a concerted push by the services industry. TiSA is based on the WTO's General Agreement on Trade in Services (GATS), which involves all WTO members. More information on TiSA can be found on the following website http://ec.europa.eu/trade/policy/in-focus/tisa/

The European Union is currently negotiating free trade agreements with Japan, the United States, India (currently at a standstill) and an investment agreement with China. Each of these negotiations includes services.

For the EU, trade in services is of strategic importance. The sector accounts for some three-quarters of EU gross domestic product (GDP) and of EU jobs. Liberalising trade in services will be an important component of the EU negotiations with Japan and the United States.

The EU is committed to the inclusion of services in its free trade agreements. In the investment agreement with China, the EU is addressing market access issues relating to services and it is hoped that the India FTA negotiations will resume. In the Transatlantic Trade and Investment Partnership agreement (TTIP) between the EU and US, better market access for services is one of the top priorities.

In recognising the importance of trade in services negotiations the EU is also taking an active role in the Trade in Services (TiSA) negotiations. TiSA is based on the WTO's General Agreement on Trade in Services (GATS), which involves all WTO members.

The Department conducts Impact Assessments of Free Trade Agreements (FTAs) between the European Union (EU) and other major economies, including, as far as possible, impacts on United Kingdom (UK) trade. Impact Assessments have been published on the FTAs between the European Union and Korea; and between the EU and the Andean countries (Colombia and Peru). These are available at http://www.legislation.gov.uk/ukia/2010/328/pdfs/ukia_20100328_en.pdf and http://www.legislation.gov.uk/ukia/2013/151/pdfs/ukia_20130151_en.pdf.

The Department published research into the potential impact on the UK of an FTA between the EU and the United States (US) in 2013. This research has informed the Government’s approach to the Transatlantic Trade & Investment Partnership (TTIP), currently under negotiation. This research estimates a long-term permanent annual increase in bilateral trade between the UK and US of around £38 billion. The study is available at: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/198115/bis-13-869-economic-impact-on-uk-of-tranatlantic-trade-and-investment-partnership-between-eu-and-us.pdf.

To assess the impacts of other FTAs on the UK, the Department draws on analysis conducted by the European Commission. The European Commission has conducted research into the estimated impact on the EU of FTAs it has negotiated and is negotiating on the UK’s behalf. The studies also consider the impact of FTAs on bilateral trade. These Impact Assessments are available at: http://ec.europa.eu/trade/policy/policy-making/analysis/sustainability-impact-assessments/assessments/

The European Commission has also commissioned an evaluation of the impact on EU trade of several Free Trade Agreements concluded since 1992, including with Chile and South Africa. This found that the FTA with Chile had increased the EU’s exports to Chile by 148% and the FTA with South Africa had increased the EU’s exports to South Africa by 63% compared to what would have been without the FTAs. This study is available at: http://trade.ec.europa.eu/doclib/docs/2011/may/tradoc_147905.pdf.

The joint HMG and Centre for Economic Policy Research (CEPR) e-book on the UK and the Future of the Single Market, “Twenty Years On” (2012), looked at a wide range of benefits of the European Single Market to the UK. Specifically related to trade, the report notes that European markets account for just under half of UK exports of goods and services and following the enlargements of 2004 and 2007, which had a positive effect on the UK’s trade with the new Member States, UK exports to the EU12 have doubled since 2004.

A BIS Economics Paper on “The economic consequences for the UK and the EU of completing the Single Market” (BIS, 2011), which concluded that if all Member States removed barriers to the full implementation of the Single Market, UK exports would increase 47%.

The Single Market encourages competition by removing barriers to trade between EU members. An increase in competition can be expected to reduce prices and increase choice for consumers, encourage firms to innovate, reallocate resources to more productive means, and boost macroeconomic performance.
