National Scrutiny Panels (NSPs) are one-off, non-recurring meetings designed to focus on a specific topic relating to Hate Crime. The format and membership of each NSP is adapted to the context of the specific topic under consideration. The overarching approach is to seek representation from: community perspectives; relevant Government departments; the police and academic or other specialist interests.<\/p>

A National Scrutiny Panel on Disability Hate Crime was convened by the CPS in March 2021, consisting of community stakeholders, academics and police. The Panel focused on in-depth scrutiny of the handling of disability hate crime cases. As a result, the CPS will this month circulate a bulletin to all prosecutors. This will highlight key findings, lessons and top tips arising from the review. In addition, operational guidance has been refreshed and will be launched this month. The CPS is committed to improving prosecutions of disability hate crime. It has delivered mandated training on disability hate crime for all prosecutors, introduced a network of Hate Crime Coordinators in CPS Areas and revised its disability hate crime legal guidance. The Crown Prosecution Service (CPS) has taken a number of steps to improve its prosecution of all strands of hate crime. Specifically they have delivered mandatory face to face disability hate crime training for all prosecutors to deal more effectively with disability hate crime cases.<\/p>

As a result, the CPS is prosecuting, and convicting, more defendants of disability hate crime than ever before. In 2015-16, the CPS completed 941 disability hate crime prosecutions, an increase of 275 on the previous year.<\/p>

The proportion of successfully completed prosecutions with an announced and recorded sentence uplift increased to 11.9% from 5.4% the previous year.<\/p>

Mandatory training relating to disability hate crime was delivered, across the Crown Prosecution Service, between September 2015 and January 2016.<\/p>

Prosecutors will deploy the knowledge gained from the training in the course of prosecutions thereby improving performance.<\/p>

The CPS treats all allegations of hate crime, including those involving disabled people, extremely seriously and continues to place priority on this work. Legal guidance on disability hate crime was refreshed in 2015 and a supporting training package was delivered to all CPS lawyers by January 2016.
