Tackling child poverty is a priority for the Government and a central part of delivering the Government’s Mission to create and spread opportunity for every child and young person in our country.

We promised concrete actions in our manifesto to support children and families. Our initial steps to tackle poverty include free breakfast clubs in every primary school setting every child up at the start of the day ready to learn, expanding childcare to deliver work choices for parents and life chances for children, stronger protection for families who rent privately, and action to tackle high energy bills and slash fuel poverty.

The health and safety of our claimants and staff is our key priority. We suspended all face-to-face assessments for sickness and disability benefits in March. This temporary suspension, brought in to protect people from unnecessary risk of coronavirus at the outset of the pandemic, remains in place, and is being kept under review in line with the latest public health guidance. Any re-introduction of face-to-face assessments would involve additional Covid-related safety measures, and guidance for claimants and assessment providers to ensure compliance with the relevant public health guidance.

Throughout the pandemic our immediate focus has been on supporting people impacted by COVID-19 by putting claims into payment as quickly as possible, as well as paying any additional benefit where claimants may be entitled to a higher award. The Government is committed to providing targeted support for young people. We aim to ensure that everyone, no matter what their start in life, is given the very best chance of getting into work. To support this, the Department delivers the Youth Obligation Support Programme, Jobcentre Plus Support for Schools and the recently introduced Mentoring Circles for young people.

Universal Credit is designed to replicate the world of work through the introduction of a range of measures such as monthly assessment periods. Setting a clear benefit rate for claimants under the age of 25 reflects the lower wages that younger workers typically receive. This is intended to maintain the incentive for younger people to find work.

The lower rates for younger claimants who are under the age of 25 years reflects the fact that they are more likely to live in someone else's household and have lower living costs and lower earnings expectations. It also reinforces the stronger work incentives that Universal Credit creates for this age group. Universal Credit also includes separate elements to provide support for housing costs, children and childcare costs and support for disabled people and carers.

Those who naturally migrate to Universal Credit will do so because they will have had a significant change in their circumstances which previously would have led to a new claim to another existing benefit. In these situations, it has always been the case that the assessment of their new benefit will be based on their new circumstances and under the rules of their new benefit without regard to their previous entitlement. As their circumstances will have changed it is not possible to make a meaningful comparison between their previous entitlement to their existing benefit and their new entitlement to Universal Credit.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4513", "label" : {"_value" : "Biography information for Mims Davies"} } , "answeringMemberConstituency" : {"_value" : "Eastleigh"} , "answeringMemberPrinted" : {"_value" : "Mims Davies"} , "dateOfAnswer" : {"_value" : "2019-10-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-10-28T14:05:46.047Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2019-10-22", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Universal Credit"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, with reference to the report by the Resolution Foundation entitled A fraying net, what steps the Government is taking to (a) reform and strengthen the social security safety net for young adults and (b) ensure that parents under the age of 25 do not lose out financially when moving from the previous benefit system to universal credit.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "3702"} , {"_about" : "http://data.parliament.uk/resources/1150955", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1150955/answer", "answerText" : {"_value" : "

The Department takes seriously the need to support vulnerable claimants, and wants the application process for Universal Credit to be as quick and easy as possible, ensuring that claimants receive money at the earliest opportunity. To support this, we keep staffing levels under constant review and at the required levels, ensuring we have the right number of people available to answer customer calls and to respond to forecasted demand.

All Jobcentres across the country have Wi-Fi and computers available for claimants to access the internet. These devices are being upgraded in a programme due to be completed by the end of October 2019. For those that are still unable to access or use digital services, or are not able to travel, assistance to make and maintain their claim is available via the Freephone Universal Credit helpline. In respect of apprenticeships, we have undertaken a number of actions to improve access to apprenticeships for people with learning difficulties and/or disabilities. It is encouraging to see that 36,900 apprenticeships were started by individuals with learning difficulties and/or disabilities in the first three quarters of 2018/9. This is 12.3 per cent of all apprenticeship starts and an increase from 11.5 per cent at the same point in 2017/18.
