To be comparable with the Winter Fuel Payment statistics, the Pension Credit data that has been used is based on the 2010 Westminster Parliamentary constituencies, not 2024.<\/p>

It is estimated that around 11,000 pensioners in Leicester East constituency (2010 boundary) will be impacted by the decision to amend the eligibility criteria for the Winter Fuel Payment. This is based on February 2024 Pension Credit statistics which are available via DWP Stat-xplore<\/a> and the Winter Fuel Payment statistics for Winter 2022 to 2023 which are available via GOV.UK<\/a>.<\/p>

<\/strong><\/p>

This estimation is calculated by subtracting the number of people claiming Pension Credit in Leicester East constituency from the number of Winter Fuel Payment recipients in Leicester East constituency. This is essentially the number of Winter Fuel Payment recipients who are not claiming Pension Credit pre-policy change, as an estimate of those who will no longer receive the Winter Fuel Payment.<\/p>

Please note that the above figures do not take into account any potential increase in Pension Credit take-up that we might see as a result of the Government\u2019s Pension Credit Awareness Campaign. We do not have data on those additional Pension Credit claims by Parliamentary constituencies or Local Authorities.<\/p>

The published Pension Credit figures refer to households rather than individuals, so the number of individuals receiving Pension Credit will be higher (i.e. taking account of households where it is a couple claiming Pension Credit).<\/p>

In addition, while Pension Credit claimants constitute the majority of those that will be eligible for the Winter Fuel Payment, pensioners who claim other qualifying means-tested benefits will also be eligible for the Winter Fuel Payment. Given the substantial pressures faced by the public finances this year and next, the government has had to make hard choices to bring the public finances back under control.<\/p>

The Government is committed to a preventative approach to public health. Keeping people warm and well at home and improving the quality of new and existing homes will play an essential part in enabling people to live longer, healthier lives and reducing pressures on the NHS.<\/p>

Over the next five years, we expect over 12 million pensioners will see their State Pensions increase by thousands of pounds as a result of our commitment to the Triple Lock. Protecting the Triple Lock even in the current economic climate shows our steadfast commitment to pensioners.<\/p>

We are also providing support through our Warm Homes Plan which pensioners will benefit from. This will support investment in insulation and low carbon heating \u2013 upgrading millions of homes over this Parliament. Our long-term plan will protect billpayers permanently, reduce fuel poverty, and get the UK back on track to meet our climate goals.<\/p>

The Government is also ensuring pensioners are supported through our commitment to protect the Triple Lock, over 12 million pensioners will benefit, with many expected to see their State Pension increase by around a thousand pounds over the next five years.<\/p>

Winter Fuel Payments will continue to be paid to pensioner households with someone receiving Pension Credit or certain other income-related benefits. They will continue to be worth £200 for eligible households, or £300 for eligible households with someone aged over 80.<\/p>

In England and Wales, Cold Weather Payments continue to be paid to pensioners in receipt of Pension Credit (and certain working age qualifying benefits). This is a weekly payment of £25 for every seven-day period when the average temperature has been recorded as, or is forecast to be, 0 degrees C or below over seven consecutive days.<\/p>

<\/p>

Our continued commitment to the triple lock means the full new state pension is forecast to increase by a further £1,700 over the course of the parliament.<\/p>

From mid-October, all pensioners will receive a letter explaining the changes to Winter Fuel Payments this year and encouraging anyone who may eligible to claim Pension Credit by 21st December.<\/p>

<\/p>

The Winter Fuel Payment page on Gov.uk<\/a> has been updated with the new eligibility rules.<\/p>

<\/p>

The Department will proceed at pace with its communication campaign to raise awareness of the changes and to promote Pension Credit. This will be followed by a Paid Partnership and national media campaign.\u202f There will then be continued marketing activity promoting the take-up of Pension Credit.<\/p>

The Household Support Fund is also being extended for a further six months, from 1 October 2024 until 31 March 2025.\u202f\u202f An additional £421 million will be provided to enable the extension of the HSF in England, plus funding for the Devolved Governments through the Barnett formula to be spent at their discretion, as usual.<\/p>

The Warm Home Discount scheme in England and Wales provides eligible low-income households across Great Britain with a £150 rebate on their electricity bill. The Government understands the pressures people, including parents, are facing with the cost of living and is taking action to help. Overall, we are providing total support of over £94bn over 2022-23 and 2023- 24 to help households and individuals with the rising cost of bills.<\/p>

<\/p>

From April 2023, everyone who receives a state benefit or pension will have seen their benefit rates increase by 10.1%. In order to increase the number of households who can benefit from these uprating decisions, the benefit cap levels have also increased by the same amount.<\/p>

<\/p>

To support parents who are in work, from 1 April, the National Living Wage (NLW) increased by 9.7% to £10.42 an hour for workers aged 23 and over - the largest ever cash increase for the NLW.<\/p>

<\/p>

We recognise that high childcare costs can affect parents\u2019 decisions to take up paid work or increase their working hours. That is why, as announced at the Spring Budget, we are investing billions in additional childcare support for parents of toddlers, investing in wraparound childcare in schools, and increasing financial support for, and expectations of, parents claiming Universal Credit.<\/p>

<\/p>

Households on eligible means-tested benefits will get up to £900 in Cost of Living Payments. The first £301 payments have been issued to 8.3 million households, and two further payments will follow this autumn and in spring 2024. In addition, 6.4 million individuals on eligible \u2018extra-costs\u2019 disability benefits have also recently received a further £150 Disability Cost of Living Payment meaning households with more than one disabled person will receive multiple Disability Cost of Living Payments.<\/p>

<\/p>

For people who require additional support, in England, the Household Support Fund will continue until March 2024. This year long extension allows Local Authorities in England to continue to provide discretionary support to those most in need with the significantly rising cost of living. The guidance for Local Authorities can be found here.<\/a> Local Authorities have the discretion to design their own local schemes within the parameters of this guidance and grant determination that DWP have set out for the fund. Local Authorities are expected to support households in the most need, and in particular those who may not be eligible for the other support Government has recently made available, however, are nevertheless in need. HSE have carried out 296 Covid19 specific interventions in respect of textile factories, in Leicester, since April 2020. Premises do not pass and fail, as such, however we can confirm that enforcement action has been taken in respect of 54 premises. Action taken includes a mixture of enforcement notices and letters, in addition to written advice, which were follow up to ensure compliance.<\/p>

Under Section 20 of the Health and Safety at Work etc. Act 1974, HSE Inspectors have a range of powers that they can use to investigate reported incidents and concerns, including those relating to implementation of Covid 19 safety measures in factories in Leicester.<\/p>

<\/p>

Inspectors have the right to enter premises to carry out their functions at any reasonable time. They have the right to ask questions, to examine documents and to take copies. They also have the right to talk to employees and safety representatives, as required.<\/p>

<\/p>

Inspectors have the power to issue Improvement Notices where they identify a breach of health and safety legislation or to issue Prohibition Notices where they identify a risk of serious personal injury. They also have powers to institute proceedings in Court where there has been a serious breach of health and safety legislation.<\/p>

Throughout the pandemic, HSE has actively engaged with businesses, through site visits and phone calls, investigating reports from those raising concerns, assessing compliance with health and safety law, and using guidance such as that published about social distancing from the Department for Business, Energy and Industrial Strategy (https://www.gov.uk/guidance/working-safely-during-coronavirus-covid-19<\/a>) to ensure businesses are adhering to requirements. HSE has also provided support to local public health bodies who lead on dealing with outbreaks.<\/p>

Access to DWP income-related benefits such as Universal Credit flows from an individual\u2019s immigration status.<\/p>

Non-UK nationals and family members who are issued with a residence permit with a \u2018no recourse to public funds\u2019 condition are not eligible to access taxpayer-funded benefits such as Universal Credit.<\/p>
