Interest free credit is provided through the Discretionary Social Fund with Budgeting Loans and Crisis Loans.

The provision of interest free credit through the Discretionary Social Fund is published in the annual Social Fund Account in nominal terms. These figures have been adjusted to real terms in 2016/17 prices and are outlined in the table below.

Notes:

  1. Figures are rounded to the nearest £1m.

  2. Figures are adjusted to real terms using GDP deflators.

  3. Figures consist of expenditure on Crisis Loans and Budgeting Loans.

  4. Crisis Loans were abolished with effect from 31/3/13. There have been no new Crisis Loan payments since then. The provision of interest free credit through Crisis Loans since their abolition represents a net transfer of customer debt from Northern Ireland where customers have moved between Northern Ireland and Great Britain. DWP manage the recovery of the transferred debt.

  5. Community Care Grant expenditure, although part of the Discretionary Social Fund until their abolition in April 2013, is not included as they were non-repayable grants.

  6. Funeral Expense Payments are provided as interest free credit, but are not included in the figures as they are part of the Regulatory Social Fund.

There have been no amendments to any Broad Rental Market Areas (BRMAs) in the past five years. BRMAs are geographical areas used for the purposes of setting Local Housing Allowance (LHA) rates in the private rented sector. Whilst Rent Officers are able to review these areas, any changes to the BRMA boundaries must be referred to the Secretary of State for approval, as laid down in the Rent Officers (Housing Benefit Functions) Order 1997 and the Rent Officers (Universal Credit Functions) Order 2013.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4008", "label" : {"_value" : "Biography information for Dame Caroline Dinenage"} } , "answeringMemberConstituency" : {"_value" : "Gosport"} , "answeringMemberPrinted" : {"_value" : "Caroline Dinenage"} , "dateOfAnswer" : {"_value" : "2017-12-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-12-13T10:18:30.637Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2017-12-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Local Housing Allowance"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, how many amendments he has made to the Local Housing Allowance areas over the last five years, and whether he plans to make further revisions.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/252", "label" : {"_value" : "Biography information for Dr David Drew"} } , "tablingMemberConstituency" : {"_value" : "Stroud"} , "tablingMemberPrinted" : [{"_value" : "Dr David Drew"} ], "uin" : "118163"} , {"_about" : "http://data.parliament.uk/resources/802410", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/802410/answer", "answerText" : {"_value" : "

Employment is key to helping people out of poverty and to make a real and lasting change to the lives of disadvantaged families and children. Our welfare and tax reforms are designed to incentivise employment and to support people to progress in work. Employment is now at near-record levels and the number of children living in a family where no one is working is 608,000 lower than it was in 2010. Improving Lives: Helping Workless Families, published on 4 April, set out a framework for a continued focus on improving children’s outcomes, now and in the future.
