Personal Independence Payment (PIP) is intended to act as a contribution towards the extra costs that arise as a result of a long-term health condition or disability.<\/p>
Entitlement to PIP is assessed on the basis of the needs arising from a health condition or disability, rather than the health condition or disability itself.<\/p>
We consulted extensively while developing the mobility component of the assessment, notably undertaking a second consultation exercise following feedback that the moving around activity was difficult to understand.<\/p>
We carefully considered all the responses, including the suggestions for alternative approaches and the final consultation response was published on 21 October 2013.<\/p>

Hardship payments are available as a safeguard if a claimant demonstrates that they cannot meet their immediate and most essential needs (including accommodation, heating, food and hygiene) as a result of a benefit sanction.<\/p>

Work Coaches ensure they consider the claimant\u2019s circumstances, including issues relating to their health and well-being, at the point of the new claim to Universal Credit, to tailor the service accordingly. Whilst designing Disability Living Allowance (DLA) and Personal Independence Payment (PIP), the Department considered the relevance of what data should be collected and recorded to support the good management of a DLA or PIP claim. The education status of a claimant is not relevant to a DLA or PIP claim and thus it is not collected for the administration of either a PIP or a DLA claim.<\/p>

Claimants must be exercising a legal right to reside and be habitually resident before they are eligible to claim income related benefit. This is assessed through the Habitual Residence Test (HRT), which has been in place since 1994.<\/p> Information on the number of JSA claims which failed the Habitual Residence Test are available in \u201cAnalysis of Migrants\u2019 Access to Income-Related Benefits\u201d<\/a><\/p> <\/strong><\/p> Information on Universal Credit contracts which have a recorded failed Habitual Residence Test are as follows: 2016/2017 \u2013 800 failed claims, 2017/2018 \u2013 7,600 failed claims and 2018/2019 \u2013 30,700 failed claims, this reflects the increasing caseload on UC since it\u2019s rollout. UC data supplied is derived from unpublished management information, which was collected for internal Departmental use only and has not been quality assured to National Statistics or Official Statistics publication standard.
