The new Ministerial Taskforce will drive cross-government action on child poverty, starting with overseeing the development of our ambitious new strategy in line with the Opportunity Mission.

After initial engagement, the formal work to develop the new child poverty strategy will begin and we will publish a Full Terms of Reference in the coming weeks. Recognising the wide-ranging causes of child poverty, we will explore how we can use all the available levers we have across government and wider society to drive forward the change our children need. Alongside this we will be reviewing Universal Credit so that it makes work pay and tackles poverty.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4083", "label" : {"_value" : "Biography information for Alison McGovern"} } , "answeringMemberConstituency" : {"_value" : "Birkenhead"} , "answeringMemberPrinted" : {"_value" : "Alison McGovern"} , "dateOfAnswer" : {"_value" : "2024-07-24", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "625"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-07-24T13:02:06.487Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2024-07-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Poverty: Children"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, whether she plans for the taskforce on child poverty to make an assessment of the potential impact of ending the (a) the two-child benefit limit and (b) under-occupancy charge on levels of child poverty.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4471", "label" : {"_value" : "Biography information for Rachael Maskell"} } , "tablingMemberConstituency" : {"_value" : "York Central"} , "tablingMemberPrinted" : [{"_value" : "Rachael Maskell"} ], "uin" : "624"} , {"_about" : "http://data.parliament.uk/resources/1712835", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1712835/answer", "answerText" : {"_value" : "

Our focus is on supporting parents into work as we know that work substantially reduces the chances of poverty. The RSRS policy applies to claims for housing support where the claimant is living in a social rented sector property that is considered to have more bedrooms than the household requires.

The policy helps to encourage mobility within the social rented sector to make better use of the existing social housing stock and strengthens work-incentives.

There are easements available which allow for the provision of an additional bedroom in certain circumstances, such as to support families of disabled children, foster carers and parents who adopt.

For individuals who may require additional support, Discretionary Housing Payments (DHPs) may be available. DHPs are paid entirely at the discretion of the local authority and since 2011 the Government has provided nearly £1.7 billion to local authorities.

Ministers in the Department for Work and Pensions engage regularly with their Ministerial counterparts in other Departments, taking a collective approach to the policies and interventions that can make a difference.

The Government is committed to reducing child poverty and supporting low-income families. We will spend over £245bn through the welfare system in 2022/23 including £111bn on people of working age.

In 2023/24, subject to parliamentary approval, we are uprating all benefit rates and State Pensions by 10.1%, in order to increase the number of households who can benefit from these uprating decisions the benefit cap levels are also increasing by the same amount.

With 1.16 million job vacancies across the UK, our focus remains firmly on supporting parents to move into, and progress in work, an approach which is based on clear evidence about the importance of employment - particularly where it is full-time - in substantially reducing the risks of child poverty and in improving long-term outcomes for families and children.

To help people into work, including parents, our Plan for Jobs is providing broad ranging support for all Jobseekers with our Sector Based Work Academy Programmes (SWAP), Job Entry Targeted Support and Restart scheme. We are also extending the support Jobcentres provide to people in work and on low incomes. Through a staged roll-out, which started in April 2022, around 2.1 million low-paid benefit claimants will be eligible for support to progress into higher-paid work.

The government is also increasing the National Living Wage by 9.7% to £10.42 an hour from April 2023, representing an increase of over £1,600 to the annual earnings of a full-time worker on the National living wage, benefitting over 2 million low paid workers.
