Taxis and private hire vehicles (PHVs) are permitted to undertake pre-booked work outside of the area in which they are licensed. PHVs are subject to a triple licensing lock; the operator fulfilling the request, the driver and vehicle must all be licensed by the same authority. As set out in the Government’s response to the report by the Chair of the Task and Finish Group on Taxi and Private Hire Vehicle Licensing, which focused on the sector in England (as taxi and PHV policy is a devolved matter), the Government will consider how restrictions on out-of-area journeys might work in practice, with a view to legislation.

The Government response to the report stated that we will bring forward legislation, when time allows, to enable the setting of national minimum standards in taxi and PHV licensing. We encourage licensing authorities to make full use of their extensive existing powers to protect passengers.

Airlines do not pay into the Air Travel Trust Fund. The ATT is principally funded by ATOL Protection Contributions (APC). The Civil Aviation (Contributions to the Air Travel Trust) Regulations 2007 enable the ATT to collect APCs from ATOL Holders for each person who books air travel covered by an ATOL. The Air Travel Trust Fund accounts are publicly available online.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3926", "label" : {"_value" : "Biography information for Paul Maynard"} } , "answeringMemberConstituency" : {"_value" : "Blackpool North and Cleveleys"} , "answeringMemberPrinted" : {"_value" : "Paul Maynard"} , "dateOfAnswer" : {"_value" : "2019-10-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-10-04T13:00:10.8Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2019-09-26", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "ATOL"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, how much was paid into the Civil Aviation Authority administered ATOL scheme by UK airlines in (a) 2016, (b) 2017 and (c) 2018.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4269", "label" : {"_value" : "Biography information for Andy McDonald"} } , "tablingMemberConstituency" : {"_value" : "Middlesbrough"} , "tablingMemberPrinted" : [{"_value" : "Andy McDonald"} ], "uin" : "291439"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?answeringDeptShortName=Transport&min-answer.dateOfAnswer=2019-06-11&_page=1&min-answer.questionFirstAnswered.=2018-11-19T16%3A52%3A55.927Z&max-date=2019-09-26", "page" : 0, "startIndex" : 1, "totalResults" : 994, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
