There have not been any specific director meetings on volunteer expenses but the policy team and the Chief Executive of IPSA considered carefully the issue of food costs for volunteers who are working from home. A guiding principle in the stewardship of the use of public funds is that reimbursement is appropriate where there is a work-related expense that is additional to usual living costs. In this case, volunteers working on the parliamentary estate or in a constituency office would be incurring additional expense by needing to purchase food. IPSA is also responsible for setting the level of the MPs\u2019 Staffing Budget and for periodically consulting on all aspects of its expenses scheme, including on Members\u2019 staff expenditure. At these times, Members and others are invited to respond to IPSA\u2019s consultations and to suggest amendments to its scheme.<\/p> It is for individual MPs themselves to decide how their own staffing arrangements best support their work and how they respond to campaigning organisations such as 38 Degrees.<\/p> In respect of oversight of IPSA\u2019s budgets, the Speaker\u2019s Committee for the Independent Parliamentary Standards Authority is in place to approve its annual estimates of resources. In addition, the Administration Committee meets representatives from IPSA to consider its support for Members and the way it operates its scheme.<\/p>"}

I have asked IPSA to reply.<\/p> Letter from Marcial Boo, October 2014:<\/em><\/p> As Chief Executive of the Independent Parliamentary Standards Authority, I have been asked to reply to your Parliamentary Question asking about IPSA's consultation on the staffing expenditure budget.<\/p> IPSA last consulted the public and MPs on the composition of the staffing expenditure budget in November 2011. We asked on what basis we should calculate the staffing expenditure budget and whether we should take into account factors such as the relative deprivation of the constituency. The relevant consultation question received 45 responses, four of which mentioned interns. All of our public consultations and the responses are available on our website www.parliamentarystandards.org.uk<\/a><\/p> Following the consultation, for 2012-13 we increased MPs\u2019 staffing expenditure budgets by 19% for non-London Area MPs and 25 per cent for London Area MPs.<\/p> We have reviewed the level of the staffing expenditure budget as part of subsequent annual reviews and further increased the budget by 1 per cent this year. For 2014-15 the budget is £138,600 for non-London Area MPs and £145,500 for London Area MPs.<\/p> <\/p>"}
