Training takes place for groups of appointments of new judicial office holders, once they have been recruited from the competitions run by the Judicial Appointments Commission. Disability Members receive two training days and Medical Members three because they also deal with Employment and Support Allowance as well as Personal Independence Payment, Disability Living Allowance and Attendance Allowance. The most recently appointed Disability Qualified Members completed their induction training in October. The Ministry of Justice is in the process of recruiting extra fee-paid judicial office holders. In the Social Security and Child Support (SSCS) jurisdiction, which is the part of the tribunal system which deals with disability living allowance appeals, 226 new medical members have already been appointed and up to 125 disability-qualified members are currently being recruited. The SSCS jurisdiction will also benefit from the fact that 250 judges are being recruited across tribunals more widely. In addition, we are developing a new digital system to enable speedier processing of appeals and provide a better service for all parties to the proceedings. These measures will increase capacity, helping to reduce waiting times for appellants.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4517", "label" : {"_value" : "Biography information for Lucy Frazer"} } , "answeringMemberConstituency" : {"_value" : "South East Cambridgeshire"} , "answeringMemberPrinted" : {"_value" : "Lucy Frazer"} , "dateOfAnswer" : {"_value" : "2018-09-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-09-04T15:13:23.85Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2018-07-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Disability Living Allowance: Appeals"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, what steps he is taking to reduce the amount of time that families of child claimants of disability living allowance have to wait between appealing a decision and their tribunal hearing date.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/483", "label" : {"_value" : "Biography information for Maria Eagle"} } , "tablingMemberConstituency" : {"_value" : "Garston and Halewood"} , "tablingMemberPrinted" : [{"_value" : "Maria Eagle"} ], "uin" : "167151"} , {"_about" : "http://data.parliament.uk/resources/946890", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/946890/answer", "answerText" : {"_value" : "

1. Social Security and Child Support (SSCS) data are normally registered to the venue nearest to the appellant’s home address. We cannot retrieve data based on the appellant’s actual address, but can produce reports detailing the numbers of cases that were dealt with at one of our Regional centres or heard at a specific venue. Appeals within the Garston and Halewood Constituency are heard in the Liverpool venue.

2. PIP (New Claim Appeals and Reassessments) which is replacing Disability Living Allowance was introduced on 8 April 2013. As such appeal volumes received by HM Courts & Tribunal Service in 2013-2014 are low.

3. By financial year - from April to March.

4. Number of receipts for PIP registered to the Liverpool venue.

5. The total number of appeals disposed of, inclusive of both those cleared at hearing and those cleared without the need of a tribunal hearing.

6. Total number of cases cleared at a tribunal hearing.

7. Number found in favour of the appellant.

8. Data April 17 to March 18 are provisional data and subject to change

Although care is taken when processing and analysing the data, the details are subject to inaccuracies inherent in any large-scale case management system and are the best data that are available.

Latest figures indicate that since PIP was introduced, more than 3.1 million decisions have been made, and of these under 9% have been appealed and 4% have been overturned.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4517", "label" : {"_value" : "Biography information for Lucy Frazer"} } , "answeringMemberConstituency" : {"_value" : "South East Cambridgeshire"} , "answeringMemberPrinted" : {"_value" : "Lucy Frazer"} , "dateOfAnswer" : {"_value" : "2018-09-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-09-04T15:08:01.47Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2018-07-23", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Personal Independence Payment: Appeals"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, how many claimants of personal independence payment have (a) applied to a tribunal to appeal the decision in their case, (b) had their appeal heard at tribunal and (c) been successful on appeal at the Tribunal in Garston and Halewood constituency in each of the last five years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/483", "label" : {"_value" : "Biography information for Maria Eagle"} } , "tablingMemberConstituency" : {"_value" : "Garston and Halewood"} , "tablingMemberPrinted" : [{"_value" : "Maria Eagle"} ], "uin" : "167154"} , {"_about" : "http://data.parliament.uk/resources/777894", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/777894/answer", "answerText" : {"_value" : "

The Government is investing close to £1 billion to reform and digitise our courts and tribunals to deliver swifter and more certain justice.

Technology will be at the forefront of our reforms but specific support will be provided to ensure tribunals remain accessible to all and physical hearings will be used to resolve many cases.

The proposed reforms set out in the Transforming our Justice System consultation would not change the circumstances where expert contributions are necessary to enable a tribunal to decide a case and these will continue to be important to the decision making process.
