Offenders released under SDS40 will be subject to the same set of strict licence conditions that would apply had they been released at a 50% automatic release point and will be liable to recall to prison if they do not comply with these conditions or are judged to be a risk to public safety.<\/p>

Prison release planning has been reviewed and adapted to account for recent changes. Prison, probation staff and support providers are working hard to ensure those being released early have all necessary available support. The Independent Monitoring Boards for HMP Grendon and Spring Hill have now published their annual reports for 2023, and I have written to them in response. In accordance with the usual practice, the reports, and my replies, are available on the Independent Monitoring Boards\u2019 website (imb.org.uk).<\/p>

His Majesty\u2019s Prison and Probation Service (HMPPS) has committed £26.3 million in the period 2020-25 towards the renovation of HMP Grendon, providing fire safety improvements and night sanitation. HMPPS has also identified projects to replace cell windows and refurbish showers at HMP Grendon; and for structural repairs to the Diamond Centre and the refurbishment of the shower facilities at HMP Spring Hill. These will be considered for inclusion in future capital maintenance programmes.<\/p>

HMPPS is continually reviewing the investment required across the estate, in this and for the next Spending Review period. The proposals will be underpinned by the data collected in recent condition surveys which assessed the fabric, cells, and critical assets at each prison. We know that employment reduces the chance of reoffending significantly, by up to nine percentage points. That is why we have committed to break the cycle of reoffending by better supporting prisons to link up with employers and the voluntary sector to get more people with convictions into work.<\/p>

Release on Temporary Licence (ROTL) allows prisoners to be released temporarily into the community for specific purposes, including to engage in employment. Prisoners working on ROTL are paid the same as their counterparts in the community and are subject to the same income tax, National Insurance and child support requirements, as well as other court ordered deductions.<\/p>

In addition, the Prisoners\u2019 Earnings Act 1996 (PEA) gives governors the power to deduct up to and including 40% from prisoners\u2019 earnings on ROTL. Currently, the money deducted is given to the charity Victim Support.
