Following their introduction in July 2015, there have been 222 applications and 205 orders made for Female Genital Mutilation Protection Orders, up to 31 December 2017.<\/del><\/p>

In this period no breaches of an FGM Protection order have been dealt with in the criminal courts. In the Family Courts, proceedings for breach would be dealt with as a contempt of court matter and are not recorded separately. The information could therefore only be obtained at disproportionate cost.<\/del><\/p>

As part of the Prison Safety and Reform White Paper published in November 2016, the Government committed to an increase of 2,500 Prison Officers by the end of 2018.<\/ins><\/p>

Between the end of October 2016 (the closest data point in time to when the commitment was made) and the end of March 2018, the number of Band 3 to 5 prison officers (headcount) increased from 18,713 to 21,824; a net increase of 3,111.<\/ins><\/p>

It is anticipated that 90 per cent of the new recruits will be on the landings by the summer and all of them will be operational by the end of the year.<\/ins><\/p>

The first cohort of 52 graduates from the Unlocked scheme, which encourages the brightest graduates to consider a career in HMPPS, entered the HMPPS workforce in August last year \u2013 15% higher than had been anticipated. Due to the popularity of the programme, up to 115 candidates will be recruited for the 2018 cohort. They are due to join the service in July 2018.\u201d<\/ins><\/p>

Under the Prison Safety and Reform agenda, Governors have been given greater responsibility for workforce planning and determining their local organisational structure. This includes the number of officers they employ and Governors can implement changes to shift arrangements and resource deployment providing they remain within the agreed funding envelope.<\/ins><\/p>

This empowerment of the Governor\u2019s position is intended to enable them to make best use of resources to support prison safety and develop strategies to reduce reoffending. HMPPS does not set workforce planning arrangements for Scotland and Northern Ireland, as this is a matter for devolved Governments.<\/ins><\/p>

This investigation found no evidence of the Department\u2019s intellectual property or confidential information being compromised as a result of staff leaving the Department to join TDPi. Neither did the investigation find any evidence of improper culture or general lack of professionalism in relation to how NOMS staff interact with suppliers or contractors.<\/p>

The MoJ has clear rules and governance in place around the standards of conduct for current and former civil servants. All permanent civil servants are covered by the Cabinet Office's Business Appointment Rules. For employees below the Senior Civil Service grade, the rules expect an ex-employee to submit an application form within a year of them leaving office if their circumstances match one or more of the points set out at Section 13 of the Business Appointment Rules. Following the investigation, we have briefed all Human Resources managers and all staff at Senior Civil Service in NOMS about the procedures. The process has been strengthened so <\/ins>that we now circulate the procedures to senior managers annually. As my Rt. Hon Friend the Minister for Policing, Fire and Criminal Justice and Victims said in his answer of 6 June (HC38271), over the last six months, we have improved our commercial capability, more than doubling the senior commercial experts monitoring work with the private sector.<\/p>

The Coalition government legislated for secure colleges and we are now considering the next steps.<\/ins><\/p>

Estimated s<\/ins>S<\/del>pend up to and including 30 April 2015 on the Secure College pathfinder was £1.56m resource (mainly expenditure on staff pay and procurement) and £4.04m capital (mainly design fees and site preparation costs). These figures are subject to review by the National Audit Office in January 2016.<\/ins><\/p>

No additional costs would be incurred in the event that the pathfinder did not go ahead. The design work produced for the pathfinder could be used or adapted for various other forms of adult or youth custody.
