The National Planning Policy Framework is clear that local planning authorities should identify and update annually a supply of specific deliverable sites sufficient to provide a minimum of five years' worth of housing against their housing requirement set out in adopted strategic policies.<\/p>

The Government wants to see homes built faster and expects house builders to build out as soon as possible once planning permission is granted.<\/p>

Where build-out is delayed, it is for councils and developers to work closely together to overcome any barriers. To support them, this Government is looking at strengthening the tools available to local authorities to encourage faster build out rates. Currently, the Building Regulations require that new homes are built to a standard of 125 litres of water used per person per day, or 110 litres per person per day if required by the local authority<\/p>


In 2019 DEFRA launched a consultation and call for evidence on further measures to reduce personal water use. The consultation sought views on labelling water-using products, building regulations for water efficiency, metering and behaviour change.<\/p>

In July of this year, Government published its summary of responses to the consultation, and a Written Ministerial Statement, which set out a number of measures that Government is taking to support water efficiency in homes.<\/p>

A crucial first step in making sure the country has the right amount of homes, is to plan for them. The National Planning Policy Framework expects local authorities to calculate local housing need using the standard method. However, our standard method is only the starting point in the process of planning for new homes. It is not a target. Local authorities will still need to consider the constraints they face locally to assess how many homes can be delivered in their area in setting their own housing targets when preparing their local plans.<\/p>

The Housing Delivery Test exists to offer greater transparency on housing delivery in an area and encourages local authorities to be realistic about likely rates of delivery from sites in plans. Where delivery falls, policy consequences are applied to ensure more land is brought forward. The Government has set out clear policies in the National Planning Policy Framework to ensure that when assessing sites for development in plans or for specific planning applications, any implications of the development for the transport network (in terms of capacity and congestion) or on highways safety can be cost effectively mitigated to an acceptable degree. All developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely effects of the proposal can be assessed. Development should only be prevented or refused on highways grounds if there would be an unacceptable effect on highway safety, or the residual cumulative effects on the road network would be severe. This Government cares deeply about building more homes. Since 2010, we have delivered over 1.8 million new homes, including 542,400 new affordable homes, so homes are there where people need them.<\/p>

We are investing in supply, with over £12 billion in affordable housing over five years, the largest investment in a decade, and £7.1 billion in the National Home Building Fund, to unlock up to 860,000 homes over the lifetime of the projects, including much-needed new homes on brownfield land.<\/p>

I recognise the importance of ensuring new housing development is supported by the provision of infrastructure. Contributions from developers play an important role in delivering the infrastructure and affordable housing to support communities and local economies.<\/p>

The Planning for the Future White Paper proposes introducing a new 'Infrastructure Levy', to replace the existing system of developer contributions. Through the Levy, local authorities will have greater flexibility to determine how contributions are spent to shape and support both existing and new communities. The Government is committed to improving redress for new build homebuyers when things go wrong. On the 5 July 2021, the Government introduced the Building Safety Bill into Parliament, which includes provision for the New Homes Ombudsman scheme to provide dispute resolution to, and determine complaints by, buyers of new build homes against developers.<\/p>

Once arrangements for the scheme have been made, developers will be required to become and remain members of the scheme. Where the ombudsman determines a dispute in favour of the complainant, they may order redress such as paying compensation, and where this is not complied with, the scheme may expel the member.<\/p>

The New Homes Ombudsman provisions are for new homes built in England. The Government is clear that effective enforcement is important to tackle breaches of planning control, including against new built homes which do not conform to the planning permission. Local authorities already have a wide range of planning enforcement powers, with strong penalties for non-compliance, and as the Planning for the Future White Paper highlighted, we want to strengthen these powers and sanctions.<\/p>

The National Planning Policy Framework emphasises that effective enforcement is important to maintain public confidence in the planning system, and further guidance on enforcement for local planning authorities is set out in our planning practice guidance.<\/p>

My Department does not collect data on enforcement notices served against different types of development so has no data available about enforcement action against new built homes.<\/p>
