The Government has identified a large number of housing schemes where progress is behind plan.<\/p>
There are a wide variety of site-specific reasons as to why the schemes in question are either not progressing at the pace required or have stalled entirely.<\/p>

Housing targets are an important tool to ensure housing is delivered in the right places \u2013 this is critical in tackling the chronic shortage that the country is facing that means owning a home is a distant reality for much of the public.<\/p>
We cannot local a generation out of homeownership, we must build the homes the next generation needs.<\/p>
As set out in the manifesto, the Government will restore mandatory housing targets. We will reverse the damaging changes introduced in December 2023 that undermine our growth ambitions and commitment to delivering 1.5 million homes. We will set out more detail in the forthcoming National Planning Policy Framework (NPPF) update.<\/p>
We will take a brownfield first approach, prioritising the development of previously used land wherever possible and fast-tracking approval of urban brownfield sites.<\/p>
Brownfield alone will never be enough to build the homes we need\u2013 which is why we will look to lower quality \u2018grey belt\u2019 land where necessary to meet local housing needs.<\/p>
By enabling democratic engagement with how, not if, homes and infrastructure are built \u2013 the major brakes on the planning system will be addressed to support sustainable growth.<\/p>

The Government is committed to finding a solution that unlocks the building of homes affected by nutrient neutrality without weakening environmental protections.<\/p>
We will work with nature organisations, other stakeholders, and the sector to determine the best way forward and have already had initial conversations to that end.<\/p>

The National Planning Policy Framework is clear that local planning authorities should identify and update annually a supply of specific deliverable sites sufficient to provide a minimum of five years' worth of housing against their housing requirement set out in adopted strategic policies.<\/p>
The Government wants to see homes built faster and expects house builders to build out as soon as possible once planning permission is granted.<\/p>
Where build-out is delayed, it is for councils and developers to work closely together to overcome any barriers. To support them, this Government is looking at strengthening the tools available to local authorities to encourage faster build out rates. Currently, the Building Regulations require that new homes are built to a standard of 125 litres of water used per person per day, or 110 litres per person per day if required by the local authority<\/p>
In 2019 DEFRA launched a consultation and call for evidence on further measures to reduce personal water use. The consultation sought views on labelling water-using products, building regulations for water efficiency, metering and behaviour change.<\/p>
In July of this year, Government published its summary of responses to the consultation, and a Written Ministerial Statement, which set out a number of measures that Government is taking to support water efficiency in homes.<\/p>
