Currently, the Building Regulations require that new homes are built to a standard of 125 litres of water used per person per day, or 110 litres per person per day if required by the local authority

In 2019 DEFRA launched a consultation and call for evidence on further measures to reduce personal water use. The consultation sought views on labelling water-using products, building regulations for water efficiency, metering and behaviour change.

In July of this year, Government published its summary of responses to the consultation, and a Written Ministerial Statement, which set out a number of measures that Government is taking to support water efficiency in homes.

A crucial first step in making sure the country has the right amount of homes, is to plan for them. The National Planning Policy Framework expects local authorities to calculate local housing need using the standard method. However, our standard method is only the starting point in the process of planning for new homes. It is not a target. Local authorities will still need to consider the constraints they face locally to assess how many homes can be delivered in their area in setting their own housing targets when preparing their local plans.

The Housing Delivery Test exists to offer greater transparency on housing delivery in an area and encourages local authorities to be realistic about likely rates of delivery from sites in plans. Where delivery falls, policy consequences are applied to ensure more land is brought forward. The latest results show that the majority of those delivering 75% or less of the housing they need had a plan over 5 years old at the time of publication – this underlines the importance of having an up to date plan and proactively supporting development in a plan-led way.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4877", "label" : {"_value" : "Biography information for Lord Greenhalgh"} } , "answeringMemberPrinted" : {"_value" : "Lord Greenhalgh"} , "dateOfAnswer" : {"_value" : "2021-08-31", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-08-31T09:16:18.95Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2021-08-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Housing: Construction"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what is the status of the housing targets allocated to each council area; whether there is an expectation, as evidenced by the Housing Delivery Test, that they will be (1) met or (2) exceeded; and on what grounds targets could be negotiated downwards.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4558", "label" : {"_value" : "Biography information for Baroness Thornhill"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Thornhill"} ], "uin" : "HL2392"} , {"_about" : "http://data.parliament.uk/resources/1349722", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1349722/answer", "answerText" : {"_value" : "

The Government has set out clear policies in the National Planning Policy Framework to ensure that when assessing sites for development in plans or for specific planning applications, any implications of the development for the transport network (in terms of capacity and congestion) or on highways safety can be cost effectively mitigated to an acceptable degree. All developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely effects of the proposal can be assessed. Development should only be prevented or refused on highways grounds if there would be an unacceptable effect on highway safety, or the residual cumulative effects on the road network would be severe.
