The 2020-21 Settlement for local government provides access to the largest year on year increase in spending power in a decade. The Department is actively engaging with stakeholders across the student accommodation sector, including private student accommodation providers, to understand the challenges posed by the current crisis and to establish the most effective means of supporting the whole of the sector.<\/p>

The Government, along with the courts service, has delivered unprecedented support to reduce the risk of rent arrears and has taken legislative and procedural steps to protect tenants.<\/p>

We have also been clear in guidance that there is a need for landlords to offer support and understanding to tenants \u2013 and any guarantor \u2013 who may see their income fluctuate. This could include reaching a temporary agreement not to seek possession action for a period of time and instead, pause payments or accept a lower level of rent, or agree a plan to pay off arrears at a later date.<\/p>

On 18 April the Government announced a further £1.6 billion to support councils in delivering essential front line services. This funding recognises the additional costs and pressures which councils are facing as they respond to the coronavirus pandemic.<\/p>

This package of support takes the total given to councils to help their communities through this crisis to over £3.2 billion, an unprecedented level of additional financial\u202fsupport in recent times.

Earlier this week the Minister for Regional Growth and Local Government wrote to council leaders in England with a full summary of the significant funding and cashflow measures that the Government have announced to support local authorities in their vital work with businesses, communities and vulnerable individuals in the fight against coronavirus.

The Government has announced a package of support for businesses to help with their ongoing business costs in recognition of the disruption caused by Covid-19. In particular, the Department for Business, Energy and Industrial Strategy has been working across Government to provide £12.3 billion of grant funding to help small and rural businesses\u202fand\u202fbusinesses in the retail, hospitality and leisure sectors\u202fmanage their cashflow through this period.<\/p>

Under the Small Business Grants Fund, all businesses in England in receipt of Small Business Rates Relief (SBRR) and Rural Rates Relief (RRR) in the business rates system will be eligible for a payment of £10,000.\u202f\u202f This is estimated to apply to around 730,000 businesses across England.<\/p>

If a social enterprise or a co-operative meets the eligibility criteria then they will be able to access a grant under the SBRR. My Department\u2019s latest official annual Rough Sleeping Snapshot Statistics published on 27 February 2020 provide information about the estimated number of people sleeping rough across all local authorities on a single night between 1 October and 31 November 2019. These statistics provide a way of estimating the number of people sleeping rough across England on a single night and of assessing change over time.<\/p>

The majority of people sleeping rough on a single night in England in 2019 were from the UK. In 2019, there were 2,735 people from the UK (64 % of the total) estimated to be sleeping rough on single night, 937 people (22 % of the total) who were EU (Non-UK) nationals and 151 people (4 % of the total) who were from outside the EU and the UK. The nationality of 443 people (10 % of the total) was \u2018not known\u2019.<\/p>

We do not currently have any specific plans to use RAF Sealand to accommodate homeless people during the Covid-19 pandemic but we are exploring all options, working closely with colleagues across Government, including the Ministry of Defence.<\/p>

Over 90% of those on the streets and in communal night shelters known to local authorities at the beginning of the Covid-19 crisis have now been made offers of safe accommodation \u2013 ensuring some of the most vulnerable in society are protected from the pandemic.<\/p>

Councils across England will receive another £1.6 billion in additional funding as they continue to respond to the Coronavirus pandemic. With this funding councils can provide support to those who need it most. This takes the total funding to support councils to respond to the pandemic to over £3.2 billion. This is in addition to £3.2 million in targeted funding to ensure that we minimise the risk to those currently unable to self-isolate.<\/p>

Whilst we applaud the assistance that many parish councils are providing to their local communities in the current crisis, Government does not financially support parish councils. They are funded through a precept collected from within the overall council tax paid by the residents of the parish. There are no plans to change the funding arrangements for such councils.<\/p>

On Saturday 18 April the Local Government Secretary announced an additional £1.6 billion of funding to support principal councils delivering essential frontline services, taking the total to £3.2 billion.
