The budget for the refurbishment of Elizabeth Tower, most recently approved in early 2020, is £79.7 million.<\/p>

Since then, further provision of up to £9 million has also been made to cover additional costs relating to the impact of COVID-19, which, as with almost all construction projects across the country, has affected the progress of work.<\/p>

These costs arise from the four-month site closure in 2020, investment in COVID-secure measures and the necessity of reduced productivity on site until November 2020 \u2013 introduced to ensure the safety of the project\u2019s workforce.<\/p>

The approximate cost of commissioning, out of hours attendance, set up and testing of the temporary mechanism for all the occasions during the project when Big Ben has sounded is £96,000.<\/p>

The overall contract value for the project includes all the costs of initial commissioning of the temporary mechanism used for this purpose and testing and operating it on each occasion it has been used since the project started in 2017. The mechanism was used on 10 occasions, with Big Ben also being sounded several times in the run-up to each New Year\u2019s Eve, as well as for testing in advance of each occasion that was marked.<\/p>

Arrangements for striking Big Ben were coordinated round the planned works so as to minimise the impact on the project costs and to ensure there was no delay to the project. The temporary striking mechanism used during the project will be kept as an integral part of the refurbished clock mechanism\u2019s contingency arrangements.<\/p>

The Elizabeth Tower and the Great Clock are currently undergoing the most extensive conservation project ever carried out in the 160 years since the bell began to strike. The clock mechanism, which usually powers the hammer that strikes the Great Bell (Big Ben), has been dismantled and removed for refurbishment.<\/p>

In 2017 the House of Commons Commission decided that during the Elizabeth Tower refurbishment project, Big Ben should only sound for Remembrance Sunday, Armistice Day and New Year's Eve, to allow the project team to schedule works around those occasions. Following further review of cases linked to the estate, UKHSA have identified 143 positive cases occurring between the 4th October\u201316th November. However, due to delays in reporting, additional cases may yet be identified that tested positive between 12th November and 16th November.<\/p>

This review identified that over 50% of positive cases had not been reported by members of the Parliamentary community to the Parliamentary test and trace team.<\/p>

114 cases with links to the Parliamentary estate have been reported between the 4th October \u2013 5th November.<\/p>

The Parliamentary test and trace team, in partnership with the UKHSA, including the North West London Health protection team highlighted an increase in cases from the week commencing 18th October and recommended that there was a need for additional measures on Tuesday 26th October and Monday 1st November. These were agreed by the Commission on the same day.<\/p>

Advice will be provided to the Commission by the UKHSA on the need for measures in response to cases being identified, in line with other workplaces.<\/p>

On Monday 1 November the House of Commons Commission agreed that all events on the estate that do not relate to parliamentary business will be cancelled for the next two weeks, including banqueting events (Member-sponsored and third party), tours and other meetings.<\/p>

It is not possible to calculate the impact that these short-term closures will have on income because while some bookings may be cancelled completely, others will be rescheduled for future dates. In the latter case, this means that income has simply been deferred rather than lost completely. A short parliamentary recess is scheduled for 10\u201312 November which will also serve to reduce numbers on the estate and therefore footfall in catering outlets. Any estimates made at this point in time would therefore inevitably be speculative.<\/p>

The House of Commons Commission has implemented relevant Government guidance which at times required individuals to work from home. Since legal restrictions were lifted no member of House staff has been required to work from home where this would have an impact on their health.<\/p>

Arrangements for their staff are a matter for the Member as the employer, who likewise have been able to allow their staff to work on the estate once legal restrictions were lifted where there was a health need.<\/p>

The health and wellbeing of all on the estate remains the highest priority for the Commission. A range of services are offered by the House to support the wellbeing of Members and staff, including:<\/p>

  • Mental Health Guidance, including Mental Health: A Guide for Managers<\/li>
  • Wellness Action Plans<\/li>
  • In partnership with Mind \u2013 a number of additional resources recognising the impact of Coronavirus on individuals<\/li>
  • Employee Assistance Programme<\/li>
  • Occupational Health, Wellbeing & Medical Services<\/li><\/ul>
