Men and women only mix at two immigration removal centres (IRC); Yarl's Wood family accommodation and Dungavel IRC. Transsexual people may be held in any IRC.

Transsexual people in detention are managed in accordance with Detention Services Order 11/2012. This order requires centres to produce a management care plan outlining how the detainee will be managed safely and decently within the detention environment and to put in place measures to manage the risk of transphobic harassment and transphobic hate crime.

An assessment of the incidence of physical, sexual and emotional abuse experienced by transgender individuals placed in IRCs is not possible as the information is not centrally recorded and can only be provided at disproportionate cost.

The Coalition Government's approach to preventing drug and alcohol abuse in the UK is captured in the 2010 Drug Strategy and the 2012 Alcohol Strategy.

The Drug Strategy 'Reducing demand, restricting supply, building recovery: supporting people to live a drug-free life' balances three key themes: reducing the demand for drugs, restricting the supply of drugs, and supporting individuals to recover from dependence. We continue to do all we can to prevent people from using drugs in the first place and intervene early with those who start to develop problems. For example, we are taking action to break intergenerational paths to drug misuse by supporting the UK's most troubled families and supporting practitioners working with young people through the production of an on-line Alcohol and Drug Education and Prevention Information Service.

We are confident that our strategic approach is producing good results. Drug use has fallen to its lowest level since records began in 1996, and people going into treatment today are more likely to free themselves from dependency than ever before.

The Alcohol Strategy proposed a range of measures to radically reshape the approach to alcohol and reduce excessive drinking and tackle the crime and health harms associated with it. We have provided more powers for local areas to restrict opening and closing times, control the density of licensed premises, and charge a late night levy to support policing. In May we introduced a ban on the worst cases of very cheap and harmful alcohol sales and are taking forward a wide range of action to tackle alcohol-related crime and disorder. This includes working with 20 Local Alcohol Action Areas to cut alcohol-related crime and disorder, and reduce the damage caused to people's health. Underpinning this work is the goal of promoting diverse and vibrant night-time economies that do not centre on drinking alcohol.

Through the Responsibility Deal, the alcohol industry has adopted a core commitment to ‘foster a culture of responsible drinking which will help people to drink within guidelines'. This includes a pledge to give consumers a wider choice of lower strength products and take one billion units out of the market by 2015. From April 2013, the NHS Healthcheck included an alcohol risk assessment for adults aged 40-75 year olds, with an assessment every five years. The Chief Medical Officer (Dame Sally Davies) is also reviewing the alcohol guidelines for adults.

The review will take full account of both their views and the details of the judgment of 9 April.

Like all parts of the public sector the police must play their part in
reducing the deficit and the vast majority of forces are rising to the
challenge of reducing costs, maintaining services and cutting crime.
Ultimately what matters is how officers are deployed, not how many of them
there are and, in Cleveland, police recorded crime has fallen by 14 per cent
since 2010.

Domestic and sexual violence are devastating crimes and are not acceptable
within our society. The Coalition Government's continued approach to tackling
such violence and abuse is set out in our Violence against Women and Girls
Action Plan, updated in March 2014.

Supporting victims is at the heart of this approach, which includes giving
victims more confidence to report, and it is encouraging that police recorded
crime figures show more victims are having the confidence to come forward.

The Government has ring-fenced nearly £40 million of stable funding from 2010
up to 2015 for specialist local domestic and sexual violence support services,
rape crisis centres, the national domestic violence helplines and stalking
helpline.

Over the spending review period the Home Office funding of £28 million provides
for:
144 Independent Domestic Violence Advisers, 87 dedicated Independent
Sexual Violence Advisers, 54 Multi-Agency Risk Assessment Conference
Co-ordinators, and funding to Coordinated Action Against Domestic Abuse
to provide support and advice to MARACs, as well as running a programme
of quality assurance and £1.2 million for three years from 2012 to improve
services for young people suffering sexual violence in major urban areas.
£900,000 a year is used towards the running costs of national helplines for
victims of domestic violence and stalking.

In 2013, the Home Secretary commissioned Her Majesty's Inspectorate of
Constabulary to undertake a comprehensive review on how the police deal with
domestic violence and abuse. HMIC's report exposed significant failings. In
response to the Review, the Home Secretary has established a National
Oversight Group, which she is chairing, and on which I sit, to ensure HMIC's
recommendations are acted upon. The Group met for the first time on 10 June.

The Home Secretary has also written to chief constables making it clear that
every police force must have an action plan in place by September 2014, to
improve their response to domestic violence and abuse.
