The Government signed the Istanbul Convention to signal the UK\u2019s strong commitment to tackling violence against women and girls (VAWG). On 30 October 2018, in line with the requirements of the Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017, we published a progress report which set out that, in most respects, the UK already complies with, or goes further than, the Convention requires. We have significantly strengthened the legislative framework; introduced new protective tools; and issued a range of guidance and support for frontline professionals.<\/p>

We have always been clear on our commitment to ratifying the Convention. The Domestic Abuse Bill will be another step towards meeting that commitment by extending extraterritorial jurisdiction over offences required by the Convention which, for England and Wales, is the final legislative step necessary for ratification. We published the Domestic Abuse Bill in draft form for pre-legislative scrutiny on 21 January 2019.<\/p>

As the criminal law and the majority of the areas covered by the Convention are devolved to Scotland and Northern Ireland, the Devolved Administrations are considering what legislative or other changes are necessary for compliance with the Convention in their territories. We are working with operational partners on a contingent basis to transition our cooperation with EU Member States to non-EU channels, should that be required in a no deal scenario. Our Violence Against Women and Girls (VAWG) Strategy sets out an ambitious programme to make tackling VAWG everybody\u2019s business and over this spending review period, we are providing £100 million of dedicated funding to tackle VAWG.<\/p>

VAWG services are mainly commissioned at a local level by Police and Crime Commissioners, local authorities and health commissioners. The Government\u2019s VAWG National Statement of Expectations encourages such decisions to be taken at a local level and should be driven by local need.<\/p>

Our £17 million three-year VAWG Service Transformation Fund, is providing funding to 41 projects across England and Wales to embed local best practice and ensure that early intervention and prevention, not crisis response, is the norm. All local authorities, Police and Crime Commissioners and Clinical Commissioning Groups were invited to apply, however not every area took up the opportunity to do so. The application process was highly competitive, and decisions were taken to ensure a reasonable spread of funding geographically, by type of VAWG, and by stage of intervention. No funding has been provided through the VAWG Service Transformation Fund directly to Barnsley or South Yorkshire.<\/p>

The Home Secretary wrote to the Chair of the Home Affairs Committee on 21 August, outlining the initial findings of the Historical Review of removals and detentions. The review found that the total number of individuals identified who have been removed and/or detained by the Home Office since 2002, and who have something on their file which indicates they may have been in the UK before 1 January 1973, is 164.<\/p>

Of these we identified 18 individuals who stayed in the UK permanently and who are the people we consider most likely to have suffered the most detriment because their right to be in the UK was not recognised and where the de-partment is most likely to have acted wrongfully in removing or detaining them. Eleven of these left the UK voluntarily and seven were detained.<\/p>


Work on cases involving criminality, as well as individuals who were subject to proactive compliant environment sanctions, is ongoing. These figures will be provided to HASC upon completion of the work.

The Home Office does not comment on individual cases. All persons wishing to enter or remain in the United Kingdom are checked against several watchlists and databases.
