The Government published its response to the Science and Technology Committee on the 10 December 2018. Good progress is being made on implementing the report\u2019s recommendations: for example, Public Health England will publish its latest annual evidence review on e-cigarettes by the end of March 2019 and NHS England is developing guidance on e-cigarettes for mental health trusts. The Department will continue to monitor progress as part of its monitoring of the delivery of the Tobacco Control Plan for England.<\/p>

<\/p>

The Government believes in proportionate regulation of e-cigarettes, recognising that they are not risk-free. Through the European Union Tobacco Products Directive 2014/40/EU (TPD), transposed into United Kingdom law by the UK Tobacco and Related Products Regulations 2016 (TRPR), we have introduced measures to regulate e-cigarettes to reduce the risk of harm to children, protect against any risk of renormalisation of tobacco use, provide assurance on relative safety for users, and give businesses legal certainty. This has enabled the UK to implement appropriate standards for products whilst allowing smokers to move to e-cigarettes should they wish.<\/p>

<\/p>

While the UK Government is a member of the EU it will continue to comply with the requirements of the EU\u2019s TPD. The Government has made a commitment to review the TRPR by May 2021 to consider its regulatory impact. It is the responsibility of National Health Service trusts to have staffing arrangements in place that deliver safe and effective care. This includes recruiting the staff needed to support these levels and meet local needs.<\/p>

Dermatology is a highly competitive specialty training pathway and often oversubscribed. Nationally and locally there has been a 100% fill rate in dermatology training for the past four years. In May 2010 there were 464 full time equivalent dermatologists (doctors at the consultant grade) and in October 2018 there were 577 full time equivalent dermatologists \u2013 a 24% increase.<\/p>

My Rt. hon. Friend the Secretary of State for Health and Social Care has commissioned Baroness Dido Harding, working closely with Sir David Behan, to lead a number of programmes to engage with key NHS interests to develop a detailed workforce implementation plan. These programmes will consider detailed proposals to grow the workforce, including consideration of additional staff and skills required, build a supportive working culture in the NHS and ensure first rate leadership for NHS staff.<\/p>

Baroness Harding will present initial recommendations to the Department in spring 2019. We do not currently have clear estimates of the comparative cost of filling National Health Service vacancies with permanent rather than bank and agency staff. However, we do recognise that the cost of meeting the current level of staff shortages through bank and agency is greater than if those vacancies were filled by permanent staff. This is why we are working hard to boost NHS recruitment and reduce reliance on expensive agency workers.<\/p>

The Department has provided a 25% increase in funding available for training places for doctors and nurses from September 2018. There are currently over 52,000 nurses in undergraduate training, over 30,000 doctors in undergraduate training, and over 50,000 doctors in foundation and specialty postgraduate medical training. The Department is continuing to work closely with universities and stakeholders to ensure the uptake of additional training places.<\/p>

We are also working with NHS Improvement to implement a number of measures to reduce agency expenditure and ensure that trusts have effective and efficient banks. At the end of October 2018, 941,561 people were recorded as being in contact with National Health Service-funded mental health services and aged 18 and over. Therefore, the figure of 4,224, for people who were also recorded as having a speech related disability, represents 0.45% of the total.<\/p>

Work with Israel on medicines is led by the British Embassy in Tel Aviv, which actively seeks opportunities to create United Kingdom-Israel partnerships in the medical field. An example of collaboration on medicines is BIRAX \u2013 a bilateral research fund active since 2015 with £10 million in mainly private funding for academic partnerships between the UK and Israel. The first three years focussed on regenerative medicine; the next stage is ageing with projects to be announced in the next few months.<\/p>

More broadly, the Embassy is working on other initiatives to foster UK-Israeli collaboration on health. Radiotherapy degree courses are three years in length, therefore students affected by the changes to the education funding system from 2017 will not have completed courses funded by loans to enable an assessment of the effect of the removal of bursaries on this profession.<\/p>

The Cancer Workforce Plan Phase 1, included a target of upskilling 300 more radiographers in image interpretation and reporting by 2021. Currently, 88 individuals have started training programmes towards this, 62 will start in January, and a further 150 during 2019/20.<\/p>

There has been no assessment of the effect of delays to the introduction of faecal immunochemical test to the Bowel Cancer Screening Programme on the diagnosis rates of Bowel Cancer at stage one, stage two, stage three and stage four, or on the mortality rates of bowel cancer in England.<\/p>

The National Health Service in England already has a world class bowel cancer screening programme for people aged 60-74 years, with survival rates improving year on year. Regular bowel cancer screening has been shown to reduce the risk of dying from bowel cancer by 16%, and around 60% of bowel cancer patients now survive five years or more compared to around 25% 40 years ago. Over 95% of men and women survive for five years or more if their bowel cancer is diagnosed at stage one.<\/p>

Spinal surgery for spina bifida for babies in the womb is among new, innovative treatments that will be routinely available on the National Health Service for the first time.<\/p>

The procedure for unborn children with spina bifida, whose spine and spinal cord do not develop properly, allows pregnant women to be treated closer to home and their families.<\/p>

<\/p>

Pain relief for the unborn baby will be delivered intra-operatively. This is administered before the fetal surgery, after the uterus is opened. The fetus will be monitored during the procedure by ultrasound to check the fetal heart rate. The surgery takes place between 20 and 26 weeks of gestation.<\/p>

<\/p>
