There are currently two pilot schemes on contact testing. The general public daily contact testing clinical study is a randomised control trial trialling at-home testing led by Public Health England. The workplace daily contact testing pilot evaluation scheme is evaluating the operational feasibility of daily contact testing in workplaces. The Cabinet Office is one of the 20 participating workplaces.<\/p>
The general public daily contact testing study is comparing two approaches to routine testing of contacts. Participants in the \u2018self-isolation\u2019 group are given one polymerase chain reaction (PCR) test and must isolate for the full self-isolation period even if they receive a negative test result. Participants in the \u2018daily testing\u2019 group are given seven rapid lateral flow tests and can leave self-isolation for 24 hours if the test result is negative and also receive two PCR tests. Only participants in the daily testing group who continue to test negative and do not have symptoms are excused from the legal duty to self-isolate each day. Participants in the daily testing group have a legal duty to tell their employer that they are taking part in the study or if they cease to do so.<\/p>
For the workplace daily contact testing pilot evaluation scheme, individuals who work at one of the participating workplaces who have been identified as a contact of someone with COVID-19 either in or outside the workplace but not within their own household, can opt to take part in daily contact testing. The app uses Bluetooth Low Energy to understand the distance over time between people who have downloaded the app. If someone tests positive for COVID-19, the app\u2019s risk-scoring algorithm uses this data, along with the infectiousness of the individual testing positive, to make calculations about the risk of transmission and who should receive an alert. If a notification to self-isolate is received, the user\u2019s device has been in close proximity to the device of someone who has recently tested positive. For its ability to judge proximity, the app achieves \u2018excellent\u2019 performance by scientific standards.<\/p>
Prior to the launch of the app it was tested in a range of environments, in order to evaluate its effectiveness at accurately measuring distance. The app has also been modelled in simulations involving hundreds of thousands of scenarios. The app performed as expected and we are confident that it can accurately detect distance in different settings. Public Health England\u2019s Health Protection Teams (HPTs) undertake tier 1 contact tracing and have a key role in investigating workplace outbreaks; this includes in the funeral services industry.<\/p>

We are working with local authorities and other community partners to minimise the risk of local outbreaks occurring to respond swiftly and effectively to stop the spread of COVID-19. As of 18 December, we have over 270 local contact tracing partnerships in place, with more in implementation. In the week 3 to 9 December, 96.6% of contacts where communication details were given were reached and told to self-isolate, an increase from 92.5% in the previous week.<\/p>

Since its inception, NHS Test and Trace has worked closely with local authorities and local directors of public health.<\/p>

Local Tracing Partnerships, first announced on 5 August, use local knowledge about communities and individuals to help ensure contact tracers reach the greatest possible proportion of people who have tested positive, both to help identify any support needs for them and other members of their households and to gather information about their recent contacts. As at 8 December, 275 Local Tracing Partnerships are in place, with more in implementation.<\/p>
