Our humanitarian support is carefully targeted to address the worst aspects of the detention centres in Libya, protect migrants' human rights and improve conditions. This includes providing essential relief items and medical consultations, and improving facilities. All of our work is underpinned throughout by the 'do-no-harm' principle, with various checks in place to consider possible risks to vulnerable migrants, and to ensure human rights compliance.<\/p>

UK support for the Libyan Coastguard aims to increase Libya's ability to secure its own maritime borders in a human rights compliant way, with a focus on rescue activities and disrupting people smuggling. The Prime Minister has made tackling modern slavery a foreign policy priority \u2013 it is a crime which generates around USD$150 billion a year in illegal profit, and a global problem which requires a global response. In September this year, the Prime Minister launched a Call to Action to End Forced Labour, Modern Slavery and Human Trafficking. The UK has committed to doubling UK aid spend in support of this objective to £150 million. Libya is a Foreign and Commonwealth Office (FCO) Human Rights Priority Country. We are following closely, and remain deeply concerned by, reports on the poor overall human rights situation in Libya, including abuses and violations against migrants in the form of modern slavery and human trafficking. At the 34th<\/sup> Human Rights Council in March we supported a resolution on Libya that calls on the Office of the United Nations High Commissioner for Human Rights to monitor and report on human rights violations and abuses across Libya with a view to ensuring accountability. Tackling forced labour, modern slavery and human trafficking is a domestic and foreign policy priority for the British Government. We share others' disgust and grave concern at the recent news footage, reportedly showing slave markets in Libya. We have raised our concerns about these reports with the Libyan Government, and welcome their commitment to immediately investigate this and to ensure those involved are brought to justice.<\/p>

We also support the announcement in Abidjan last week of a joint EU-AU-UN Task Force to address this dire situation, and efforts to sanction people smugglers at the UN. Our new £75m migration programme will also specifically target migrants travelling from West Africa via the Sahel to Libya, and get humanitarian support to those in desperate need. I am deeply concerned by this report of the horrors and misery endured by ordinary Libyan civilians living under Daesh. I condemn their barbaric and appalling crimes in Sirte and elsewhere in Libya. It is vital that those responsible are held accountable. Political instability and conflict in Libya, after 40 years of Gaddafi misrule, created the conditions for Daesh to become established. Only an inclusive government will deliver the peace and stability that the Libyan people desire and deny the space for Daesh and other extremist groups to operate.<\/p>

Our consistent policy has been to support a lasting and inclusive political agreement and the establishment of a Government of National Accord (GNA) as the best way to tackle the threat in the long term. Following the Libyan Political Agreement, signed in December 2015, we now have a GNA, and the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) visited Tripoli on 18 April to discuss how we could help the GNA bolster security and tackle Daesh.
