The Northern Ireland Protocol to the Withdrawal Agreement, at Article 13, contains a commitment that the UK and the EU will respectively maintain the necessary conditions for North-South cooperation following the UK\u2019s withdrawal from the EU. This includes tourism, which is a formal area of cooperation agreed by the North-South Ministerial Council (NSMC) under Strand II of the Belfast Agreement.<\/p>

The Attorney-General\u2019s legal commentary on the Agreement made clear that Article 13 does not alter the remit or functions of the NSMC or the North-South Implementation bodies, nor does it alter arrangements under Strand II of the 1998 Agreement in any way. The Protocol acknowledges that the UK and Ireland may continue to make new arrangements that build on the provisions of the 1998 Agreement in other areas of North-South cooperation on the island of Ireland. In accordance with the position set out in the recitals, the functions and safeguards of the Assembly and the NSMC (including cross-community provisions) will be respected in full.<\/p>

Thus the Protocol and its recitals recognise that any new arrangements - whether expansion or diminution in areas of cooperation - are a matter for the Northern Ireland Executive and Irish Government alone, through the NSMC. The status, functions, and remit of Tourism NI and Tourism Ireland are completely unaffected.<\/p>

It is important also to note that the Article also does not require any application of EU law in Northern Ireland. It is therefore exempt from the specific EU supervision and enforcement provisions set out in the Protocol. Cooperation will remain a matter for two sovereign jurisdictions on the island of Ireland to decide in accordance with the respective legal regimes.<\/p>

The most significant effect of the Withdrawal Agreement in relation to tourism is to ensure that, under the Common Travel Area arrangements, individuals can continue to travel freely between the United Kingdom, including Northern Ireland, and Ireland.<\/p>

In our July 2018 White Paper we set out our ambition to explore continued participation in European Reference Networks as part of a future agreement on science and innovation.<\/p>

Since then we have made progress in negotiations with the EU. The publication of the Political Declaration in November was a significant milestone, and outlined a clear vision for our future relationship with the EU, including cooperation on areas of shared interest such as science and innovation. The Withdrawal Agreement was also published in November and both documents were endorsed by EU Member States at the special European Council on Sunday 25 November. This provided clarity to industry on the terms of our implementation period, during which UK healthcare providers would be able to continue participating in European Reference Networks.<\/p>

The UK would like to explore participation in European Reference Networks beyond 2020 as part of detailed negotiations on our future relationship. We believe that the UK\u2019s continued participation in these networks benefits citizens, researchers and patients across the UK and the EU, and we look forward to discussing this with the EU.<\/p>

The Secretary of State has not visited the Port of Dover during his time in position. Ministers in the Department for Exiting the EU with responsibility for ports visited the Port of Dover twice this year. Former Minister Suella Braverman on the 14th May and Minister Chris Heaton-Harris on the 24th August.

DExEU ministers have visited 19 ports to date as part of a wider programme of engagement carried out by other Government ministers and officials to ports around the United Kingdom. It is long-standing constitutional convention that Acts of Parliament do not extend to the Crown Dependencies automatically, as they are not part of the United Kingdom but are self-governing jurisdictions with their own democratically-elected legislative assemblies. They are not represented in this Parliament. Therefore, although the United Kingdom Government is responsible for the Crown Dependencies\u2019 international relations, each of the Crown Dependencies is responsible for passing its own Exit legislation. This includes legislation which may be required to implement the Withdrawal Agreement in their jurisdictions. The Political Declaration on the future relationship between the EU and the UK says \u201cthe Parties should establish provisions to facilitate electronic commerce, address unjustified barriers to trade by electronic means, and ensure an open, secure and trustworthy online environment for businesses and consumers\u201d. This means that the UK and EU agree to work together to address unjustified barriers to the free flow of non-personal data, where they could disrupt businesses, such as rules restricting where data must be stored and processed. The Government reached an agreement with the EU that guarantees no hard border on the island of Ireland. Under this Protocol Northern Ireland businesses will continue to be able to trade freely across the Irish border. The government will continue to engage with Northern Ireland businesses.<\/p>

The British Irish Chamber of Commerce has come out in support of the Withdrawal Agreement, stating \u201cIt is clear that businesses recognise the huge efforts made by the Prime Minister and across government to reach this milestone \u2013 and it is NI Chamber\u2019s opinion that any deal is better than no deal for business".<\/p>

<\/strong>We have agreed a fair financial settlement with the EU as part of the draft Withdrawal Agreement which reflects the UK paying its share of the outstanding EU commitments made during the period of our membership. Our estimate, based on reasonable assumptions and publically available data, falls within the range of £35bn-£39bn, and the National Audit Office confirmed in April 2018 that these assumptions were reasonable.<\/p>

Details of the basis on which that figure was reached can be found in the draft Withdrawal Agreement, published on November 14th, 2018. The Chancellor of the Exchequer also provided details to the Treasury Select Committee in January 2018, including a breakdown of the components of the settlement.<\/p>
