Our view is that gene-edited organisms should not be subject to GM regulation if the changes made to their DNA could have occurred naturally or through traditional breeding methods.<\/p><p> <\/p><p>We recognise that gene-editing has the potential to make farming more productive and sustainable and that the UK plant biotechnology sector could be a leading player. We were therefore disappointed in the Court\u2019s judgment and the impact it will have on innovation.<\/p><p> <\/p><p>The judgement is binding in the UK. However, our departure from the EU could give us the opportunity to take a different regulatory approach in due course. Whilst this may depend on the terms of any agreement that is reached with the EU on future arrangements, it is something that we want to consider.<\/p><p> <\/p><p>The draft Withdrawal Agreement envisages that UK participants will be eligible to bid for Horizon 2020 funding for the duration of the programme, including after the UK\u2019s withdrawal from the EU. Projects that are successful in the bidding process will be entitled to receive EU funding for their lifetime. The Government\u2019s priority remains ensuring that the draft Withdrawal Agreement is finalised and concluded.<\/p><p> <\/p><p>We are planning for every eventuality. The two major components of our planning in a scenario where the Withdrawal Agreement is not ratified (a \u201cno deal\u201d scenario) are the Government\u2019s underwrite guarantee and the post-departure extension to the guarantee. These mechanisms would ensure cross-border collaboration could continue after we leave the EU.<\/p>"}

As this incident occurred in Aberdeenshire, the Scottish Government have led the response, with support from the Animal and Plant Health Agency. We have made clear Defra is ready to provide assistance as required.<\/p><p>The Scottish Government have commissioned an epidemiological investigation to determine how the animal became infected. Whilst the disease is not directly transmitted from animal to animal, the affected animal\u2019s three feed cohorts and one offspring have been traced and isolated, and have been humanely culled and tested for BSE as a precaution in line with UK and EU requirements. All test results are negative.<\/p><p>Studies have concluded that the BSE epidemic is in its final stage but that occasional cases should be expected in the \u2018tail end\u2019. The last case in the UK before this one occurred in 2015.<\/p><p>Strict protection measures remain in place which have been effective in reducing cases to these very low levels. The measures include the ban on feeding animal protein to farmed animals, which prevents the spread of BSE to animals through feed; removing specified risk material (SRM) \u2013 the most risky parts of animals \u2013 at slaughter to protects consumers from risk from food; and surveillance to monitor the level of BSE over time and thereby check on the continued effectiveness of BSE controls.<\/p><p> <\/p>"}

These measures include the ability to issue Community Protection Notices to individuals whose dogs are causing low level nuisance, and hence to intervene before a dog becomes dangerous. Other measures include using the Dangerous Dogs Act 1991 where a dog is considered to be dangerously out of control, in any place. The guidance, as with the measures, apply regardless as to whether the dog has attacked pets, livestock or wild animals. My officials have also confirmed with the National Police Chief Constables Livestock Offences Group that the Dangerous Dogs Act 1991 can be used in cases of attacks on other dogs or other animals, regardless as to whether a person was present.<\/p>"}
