I have discussed the implications of the Landing Obligation and possible problems regarding choke species with a number of fishing industry representatives including from the Cornwall Fish Producers Organisation, where concerns over the gadoid fishery in the Celtic sea were raised.<\/p>

The UK has put forward proposals for mitigation measures which have been included in the join recommendations submitted by the North Sea and North Western Water regional groups to the Commission in May 2018. Other mitigation measures will be developed in discussion with the European Commission and Member States over the next few months for possible inclusion in the annual TAC and Quota Regulation to be agreed at December Council. In 2015, British registered vessels landed approximately 35% of the total weight of landings from the UK\u2019s territorial waters (0-12 nautical miles) and the UK\u2019s EEZ (12 -200 nautical miles or the median line with other Coastal States) combined. From 1 January 2019 all EU fisheries for species subject to catch limits will be covered by the EU landing obligation. Total Allowable Catches (TACs) for 2019 and beyond will be based on catch advice from the International Council for the Exploration of the Sea (ICES), which will reflect the fact that species subject to the landing obligation will no longer be discarded.<\/p>

The UK Government remains fully committed to sustainable fisheries management which will continue when we leave the EU, with TACs set in line with the science and ending the wasteful practice of discarding.<\/p>

We are making good progress towards sustainable fishing with more stocks than ever now being fished at Maximum Sustainable Yield (MSY). 31 stocks of the 59 with full analytical assessment in the North East Atlantic (and surrounding waters) were fished in accordance with MSY in 2014, compared with just 19 in 2004[1].<\/p>

Earlier this year, the UK\u2019s provisional assessment for 2016 indicated that 24 stocks for which the UK has quota will be fished at or below maximum sustainable yield (MSY). A significant majority of these will be fished (a) at MSY rather than (b) below it; information on the specific stocks has been placed in the House Library.<\/p>

We will be seeking to increase the number of stocks being fished in accordance with MSY in 2017 at the Fisheries Council in December.<\/p>

The International Council for the Exploration of the Sea (ICES) have made significant efforts in recent years to assess stocks where analytical maximum sustainable yield (MSY) assessments and estimates are not available and we support both developing MSY proxies in such cases, as well as moving towards full analytical MSY assessments for any stocks whenever supported by available science and evidence.<\/p>

When a stock first moves from a data-limited assessment to an analytical MSY assessment, it can result in a large change in the advised Total Allowable Catch (TAC) due to the incorporation of additional evidence such as recruitment, both actual and predicted, rather than reflecting a real change in a stock\u2019s dynamics. The UK Government was instrumental in ensuring that the EU Common Fisheries Policy contains a legal requirement requiring that by 2020, at the latest, fishing rates are set at levels that will deliver maximum sustainable yield (MSY).<\/p>

At the European Union Agriculture and Fisheries Council in December 2015, I maintained the pressure and successfully secured a 50% increase in the number of fish stocks, in which the UK has an interest, that will be fished at or below MSY levels in 2016.<\/p>

Defra is in the final stages of a permanent quota realignment exercise which will represent a 14% uplift in the amount of quota the inshore fleet currently receives.<\/p>

We have also announced that the inshore fleet will be the principal beneficiaries of any quota uplift received as a result of the introduction of the demersal landing obligation.<\/p>

For species subject to the discard ban from January 2016, we have announced that the non-sector pools will receive the first 100 tonnes of any quota uplift received and 10% of any remaining uplift. For 2016 this represents more than 1,000 tonnes of uplift to support the non-sector in their adaptation to the landing obligation and includes key stocks such as haddock, whiting and plaice.<\/p>
