Defra has not undertaken a quantitative assessment of the economic impact of climate change for the UK.<\/p>

The Government is committed to understanding and tackling the risks and opportunities of climate change for the UK. We will publish our second Climate Change Risk Assessment in January next year. The underpinning evidence report compiled by the Adaptation Sub-Committee to the Committee on Climate Change was published in July this year. The assessment of the urgency of climate risks includes consideration of the current and potential costs of impacts to the UK where that information exists.<\/p>

The Climate Change Risk Assessment Evidence Report published by the Committee on Climate Change on 12 July was commissioned by Defra to inform the Second UK Climate Change Risk Assessment Government Report that will be laid in Parliament in January 2017. The Government will subsequently respond to the new evidence in a second National Adaptation Programme report as soon as practicable thereafter.<\/p>

Defra ministers have met and will continue to meet with members of the Committee on Climate Change and the Adaptation Sub-Committee to discuss their work, including the Climate Change Risk Assessment Evidence Report. Officials also meet regularly with members of the Committee as part of formal governance arrangements. The Climate Change Act 2008 requires Government to identify, every five years, the risks from a changing climate, including from extreme weather, and to put in place programmes to address them.<\/p>

The first Climate Change Risk Assessment (CCRA) was published in 2012 and identified over 100 risks to the UK, up to the 2100s. Work is well underway on the second CCRA, which will be published in January 2017. The first National Adaptation Programme, which laid out how risks identified in the CCRA are being addressed, was published in 2013, and the second will be produced around 2018.<\/p>

In the biennial National Risk Assessment (NRA), the Government assesses the most significant hazards and threats that could affect the UK over the next five years. It considers natural events such as extreme weather and their resulting impacts (for example, flooding, severe storms and gales, low temperatures and heavy snow, heatwaves, drought). The NRA informs the National Resilience Planning Assumptions which support response and recovery planning at both local and national levels.<\/p>

The Government also works with the owners and operators of the UK\u2019s most critical infrastructure to produce annual Sector Resilience Plans (SRPs), which set out the resilience of the UK\u2019s most important infrastructure to the relevant risks identified in the NRA. Plans identify potential vulnerabilities and set out a programme of measures to improve resilience where necessary.<\/p>

The Department of Energy and Climate Change and Defra have supported the AVOID Research Programme to project long-term climate change scenarios to understand how emissions reductions translate to global average surface temperature change. Based on a snapshot of the Intended Nationally Determined Contributions (INDCs) pledged by 1 October 2015, with an assumed continuation of comparable global emissions reduction to the end of the century, this analysis projects:<\/p>

(a) (i) by 2050, with continued rise in global greenhouse gas emissions, warming of between 2.3˚C and 2.6 ˚C;<\/p>

(ii) by 2050, if all INDCs are delivered and continued, warming of 2˚C;<\/p>

(b) (i) by 2100, with continued rise in global greenhouse gas emissions, warming of between 4.2˚C and 5.2 ˚C;<\/p>

(ii) by 2100, if all Intended Nationally Determined Contributions are delivered and continued, warming of 3˚C.<\/p>

All of these estimates are temperature changes relative to pre-industrial global average surface temperature and best estimates of the climate\u2019s sensitivity to increasing greenhouse gas concentrations.<\/p>

Under the Climate Change Act 2008, the Government has a statutory role to produce, on a five-yearly cycle, an assessment of the risks and opportunities for the UK arising from climate change. The first Climate Change Risk Assessment (CCRA) was published in 2012. It included consideration of impacts on our coastlines, on the frequency and severity of extreme weather, and on our food production. The CCRA used the 2009 UK Climate Change Projections to assess risks under different emissions scenarios up to the 2100s.<\/p>

The National Adaptation Programme report which Defra published in July 2013 sets out how we are preparing for the impacts of climate change. This sets out more than 370 actions across key sectors involving government, business, councils, civil society and academia.<\/p>

Work is underway on the second CCRA, which will include an up-to-date review of evidence on the effects of climate change. The CCRA Government Report and the associated evidence report will be published in January 2017. These will inform the next National Adaptation Programme due around 2018.<\/p>

The National Adaptation Programme report sets out over 370 actions that are being taken to address the risks identified in the UK Climate Change Risk Assessment, many of which impact on the well-being of UK citizens.
