The Government is committed to supporting schools in recruiting specialist teachers in chemistry. Specific support is provided for individuals interested in teaching chemistry through targeted marketing, personal advisors and securing school experience. We have significantly increased tax-free bursaries for chemistry trainee teachers from £9,000 in 2012/13 to up to £20,000 in 2014/15. In addition, we continue to work jointly with the Royal Society of Chemistry to offer scholarship awards of £25,000 in order to attract the most talented chemists into initial teacher training (ITT). We have surpassed our target for trainees entering chemistry teacher training in each of the last three years, recruiting 121% of the target in 2011/12, 108% in 2012/13, and 127% in 2013/14.<\/p>

We are continuing to fund subject knowledge enhancement (SKE) courses, which are an important tool to ensure all chemistry trainees have specialist subject knowledge. Around a quarter of accepted places for chemistry ITT in 2014/15 are being supported by SKE.<\/p>

The latest annual School Workforce Census (2013) shows that 19.6% of chemistry teachers who teach pupils from years 7 to 13 have no relevant post-A Level qualification, down from 24.3% in the 2012 census, demonstrating the impact of these incentives.<\/p>

The Government also recognises the vital importance of subject-specific development for in-service teachers. The Department for Education does not give funds directly to local authority maintained schools. Funds for extra assistance with students with special educational needs (SEN) come from schools' budgets and, if the extra cost is more than £6,000 per year for an individual student, from local authorities in the form of top-up funding for the school. Local authorities can also give extra funding to schools with a disproportionate number of pupils with SEN. The Troops to Teachers undergraduate programme is a new programme, which started in January 2014. 41 service leavers joined the Troops to Teachers programme in January 2014. The Government believes that professional development for teachers is important to help support and enable teachers to improve their practice, and an assessment of training and development needs must be included in teachers' written appraisal reports. Headteachers and teachers are best placed to make decisions about what professional development they require in order to meet the needs of their pupils.<\/p>

To support this, on the 16 June 2014 the Department for Education issued new non-statutory guidance for schools and teachers on pupil's mental health and behaviour. This guidance gives information, guidance and practical tools on how to build resilience and support good mental health. It also helps school staff identify those pupils who may have emerging problems and provides guidance on appropriate routes of support.<\/p>

We put before Parliament a new 0-25 SEN and Disability Code of Practice. This makes it clear that schools should look to identify any underlying mental health needs that pupils have. The Code emphasises the importance of staff development and provides a number of signposts to specific support. If land ceases, or will cease, to be used for an academy, the Secretary of State may need to make a determination in order to protect the public investment in the land. The Secretary of State will consider a range of factors including:<\/p>

3. the length of time that the land has been in public use;<\/p>
