Schools and colleges continue to be best placed to make decisions about how to support and educate all their pupils during this period, based on the local context and staff capacity.<\/p>

Where year groups are returning to school, we would expect school leaders and teachers to consider their pupils\u2019 mental health and wellbeing and identify any pupil who may need additional support so they are ready to learn. They should also assess the stage pupils have reached in the school curriculum and the adjustments that may need to be made.<\/p>

No school will be penalised if they are unable to offer a broad and balanced curriculum to their pupils during this period.<\/p>

Our planning framework for schools advises them to prepare wellbeing support, and the primary planning guide sets out further guidance on managing pupil and staff wellbeing and mental health as schools open more widely:

BBC Bitesize have worked with the Department to provide content with substantial focus on mental health, wellbeing and pastoral care.<\/p>

Public Health England and Health Education England have also developed advice and guidance for parents and professionals on supporting children and young people\u2019s mental health and wellbeing, including bereavement support. We will do whatever we can to ensure no child, whatever their background or location, falls behind as a result of the COVID-19 outbreak. So far, we have committed over £100 million to support remote education. We are providing laptops and tablets to vulnerable and disadvantaged children who would otherwise not have access and are preparing for exams in year 10, to those receiving support from a social worker, including pre-school children, and care leavers. Where care leavers, children with a social worker at secondary school and disadvantaged children in year 10 do not have internet connections, we will be providing 4G wireless routers to them so that they can learn at home.<\/p>

As well as announcing the biggest funding increase for schools in a decade, raising current levels by £14.4 billion over the next three years, we continue to pay schools quarterly additional funding worth £2.4 billion each year through the pupil premium to help them support their disadvantaged pupils. Since April 2020, pupil premium rates per pupil are at their highest ever.<\/p>

As both my right hon. Friends, the Prime Minister and Chancellor of the Exchequer have made clear, the Government will do whatever it takes to support people affected by COVID-19.<\/p>

The Department is continuing to assess the impact of the potential effect of school closure on children and young people\u2019s education attainment, including on remote education. We are working closely with schools, sector organisations, international institutions and across Government to understand the risks to education attainment and wellbeing, and identify the children and young people that need help.<\/p>

We are committed to ensuring that all children can continue to learn remotely in a number of ways during these very difficult circumstances, and are supporting sector-led initiatives such as the Oak National Academy. This new enterprise has been created by 40 teachers from schools across England. It will provide 180 video lessons for free each week, across a broad range of subjects, for every year group from Reception through to Year 10. By 24 May, over 2.3 million users had visited the Oak Academy site and over 8.6 million lessons had been accessed.<\/p>

It is for schools and local authorities to make appropriate decisions to protect the interests of their staff and workers during the COVID-19 outbreak.<\/p>

The Government\u2019s Procurement Policy Notice 02/20 sets out information and guidance for contracting authorities, including schools, to consider before making individual decisions regarding payment of their suppliers. The guidance sets out that, under certain circumstances, public bodies can make payments of 80% of previously agreed rates to suppliers and contingent workers.<\/p>

The Department is not involved in arrangements between suppliers and schools. We encourage schools to follow the guidance, but the guidance is advisory and does not mandate or prescribe what schools should do in individual circumstances.<\/p>

The Department does not collect information on the average cost of the relocation of and travel for pupils following school fires, although additional transport and travel costs would typically be covered through the business interruption element of a school\u2019s insurance cover.<\/p>

The Department has not made an assessment of the effect of a fire on the attainment of pupils at the school and does not make assessments of the effect of fires on levels of educational attainment.<\/p>

The Department attaches the highest priority to the safety of pupils and staff, and to ensuring that the owners of school buildings take the necessary action to protect those buildings. Schools must comply with Regulatory Reform (Fire Safety) Order 2005, which means they must have an up to date fire risk assessment, a fire alarm and regular fire drills.<\/p>

Schools are fundamentally safe environments and the relevant data is published by the Home Office. This data shows, among other things, that in the five years up to 2018-19, there are approximately six fires per year that spread to a whole building, in a school estate of around 60,000 buildings (0.01% of buildings). The Department has not made an assessment of the effect of a fire on the attainment of pupils at the school and does not make assessments of the effect of fires on levels of educational attainment.<\/p>

The Department attaches the highest priority to the safety of pupils and staff, and to ensuring that the owners of school buildings take the necessary action to protect those buildings. Schools must comply with Regulatory Reform (Fire Safety) Order 2005, which means they must have an up to date fire risk assessment, a fire alarm and regular fire drills.<\/p>

Schools are fundamentally safe environments and the relevant data is published by the Home Office. This data shows, among other things, that in the five years up to 2018-19, there are approximately six fires per year that spread to a whole building, in a school estate of around 60,000 buildings (0.01% of buildings).
