Ministers and officials have regular discussions with their counterparts at DfE on a wide range of issues including music education.<\/p>
<\/p>
The arts are a key part of the national curriculum and music remains a compulsory subject for 5 \u2013 14 year olds. In support of music education, we have announced almost £500 million of funding in 2016-20 for a diverse portfolio of music and arts education programmes that are designed to improve access to the arts and develop talent across the country.<\/p>
<\/p>
In addition, this Government's introduction of music education hubs has enhanced existing music education provision offering support to all schools which they can draw on to help them deliver a music curriculum including GCSE music.<\/p>
<\/p>
In January 2019 DfE announced an additional £1.33 million funding for music education hubs and that DfE and DCMS would work together to refresh the National Plan for Music Education.<\/p>
<\/p>
In order to ensure all pupils are able to enjoy a high quality music education, DfE are developing and publishing a non-statutory model music curriculum for key stages 1 to 3. This will expand on the statutory programmes of study and act as a benchmark for all schools.<\/p>
<\/p>
The model curriculum will provide pupils with the knowledge and skills which enable them to embark with confidence on a GCSE course of study.<\/p>

Government recognises the power of digital inclusion to support social connection.<\/p>
<\/p>
Government\u2019s strategy on tackling loneliness in England, published in October 2018, announced that loneliness would be included in the criteria for the Department for Digital, Culture, Media and Sport\u2019s new £400,000 Digital Inclusion Innovation Fund, aimed at increasing the digital inclusion of older and disabled people. The three successful projects are now underway.<\/p>
<\/p>
Other commitments from the loneliness strategy include pilots to explore how better use of data can help make it easier for people of all ages to find local activities, services and support. These pilots will take place by March 2020.<\/p>"}

As part of a digitally inclusive society, television content should be accessible for all UK audiences. Following a commission from DCMS, Ofcom published a report in December 2018 that provided recommendations on making on-demand services more accessible, including subtitling provisions.<\/p>

The Future Telecoms Infrastructure Review in July 2018 set out the Government\u2019s strategy for delivering 5G ambitions. The ambitions on 5G are for the UK to become a world leader in the technology and for the majority of the population to have access to a 5G signal by 2027.<\/p>

<\/p>
Furthermore, DCMS is leading a cross-government review into the supply chain arrangements for the UK\u2019s telecoms infrastructure. The Review includes consideration of the full UK market position, including the resilience and security standards of equipment for 5G and will report in due course.<\/p>

Grassroots venues are a vital part of the UK\u2019s live music ecosystem which contributes around £1bn a year to our economy. We are aware of the concerns around grassroots venues and will continue exploring a range of issues affecting them with industry and government to help protect and grow this important sector.<\/p>

Since 2016 the Government has cut business rates for all ratepayers, announcing reforms which will reduce business rates by more than £13 billion over the next five years. Local authorities also have powers to support specific sectors in their local area through the existing system of discretionary reliefs.<\/p>"}

Libraries play an important role in giving everyone opportunities to improve their life chances and achieve their full potential. In doing so they serve a diverse range of people from all backgrounds, including those in lower socio-economic groups. In addition, DCMS\u2019s Taking Part Survey indicates that unlike other cultural sectors, public library use in 2017/18 by people in black or minority ethnic groups is significantly higher (40.9% having visited a public library in the previous 12 months) than for people in the white ethnic group (31.7%).<\/p>
<\/p>
In recognition of this, the Government funds the Libraries Taskforce to encourage good practice and innovation to public library services in achieving the strategic outcomes set out in its 2016 strategy Libraries Deliver: Ambition for Public Libraries in England 2016-2021. DCMS also invested £3.9 million in the Libraries: Opportunities for Everyone fund to support innovative library service activity in 2017/18 to benefit disadvantaged people and places in England, including projects to help people develop their skills and achieve their potential.<\/p>"}
