The Government’s BBC Charter Review public consultation is open until 8 October and no decisions on the BBC’s Charter are imminent.

Further to my answer of 20 July to Question HL1072, there is already a range of industry research on the future of television distribution and a wide variety of views about migration to internet protocol distribution of television services. This includes the 'Future of Innovation in Television Technology Report,' which DCMS officials contributed to, and which was published by the cross-television industry Digital Television Group in May 2014.

In May 2014, Ofcom's discussion document ‘The Future of Free to View TV’, also considered which trends that might make universal distribution of internet protocol television possible. In the statement on the future of 700Mhz spectrum, Ofcom concluded that: 'digital terrestrial television is likely to retain this central role over the next decade, with a full switch to alternative technologies such as IPTV not appearing until at least 2030'.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4284", "label" : {"_value" : "Biography information for Baroness Neville-Rolfe"} } , "answeringMemberPrinted" : {"_value" : "Baroness Neville-Rolfe"} , "dateOfAnswer" : {"_value" : "2015-07-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-07-29T09:44:24.28Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Culture, Media and Sport"} , "date" : {"_value" : "2015-07-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Television: Internet"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government, further to the Written Answer by Baroness Neville-Rolfe on 20 July (HL1072), in the light of imminent decisions regarding the BBC's Charter, why they have made no estimate of when television will be delivered predominantly across the internet.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1980", "label" : {"_value" : "Biography information for Lord Inglewood"} } , "tablingMemberPrinted" : [{"_value" : "Lord Inglewood"} ], "uin" : "HL1705"} , {"_about" : "http://data.parliament.uk/resources/392014", "AnsweringBody" : [{"_value" : "Department for Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/392014/answer", "answerText" : {"_value" : "

Arts Council England works closely with stakeholders to engage young people in rural areas. Working with the Department for Environment, Food and Rural Affairs the Arts Council undertook a data and evidence review to identify strengths and challenges of the arts sector in rural England. Key findings from the report published in March 2015 were:

· People living in rural areas are more likely to be engaged with the arts than those living in urban areas (Taking Part Survey*)

· 19% of Grants for the Arts** activity; and 35% of National Portfolio Organisation*** touring in 2012/13 reached rural communities

· Applicants from rural areas made 13% of individual Grants for the Arts applications and 14% of organisational applications in the 2.5 years to August 2014.

*The Taking Part survey collects data on many aspects of leisure, culture and sport in England, as well as an in-depth range of socio-demographic information on respondents. In respect of the Arts, data is collected about the reasons for participating and not participating, barriers to participation, and the frequency of participation are also collected.

** Grants for the arts is the Arts Council's Lottery-funded grant programme for individuals, arts organisations and other people who use the arts in their work. Grants are available for activities carried out over a set period and which engage people in England in arts activities and help artists and arts organisations in England carry out their work.

***National Portfolio Organisations receive regular funding directly from the Arts Council.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1580", "label" : {"_value" : "Biography information for Lord Vaizey of Didcot"} } , "answeringMemberConstituency" : {"_value" : "Wantage"} , "answeringMemberPrinted" : {"_value" : "Mr Edward Vaizey"} , "dateOfAnswer" : {"_value" : "2015-07-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-07-24T12:03:26.663Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "10"} , "answeringDeptShortName" : {"_value" : "Culture, Media and Sport"} , "answeringDeptSortName" : {"_value" : "Culture, Media and Sport"} , "date" : {"_value" : "2015-07-16", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Arts: Rural Areas"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to encourage more young people in rural communities to pursue careers in the arts.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1503", "label" : {"_value" : "Biography information for Mr Jamie Reed"} } , "tablingMemberConstituency" : {"_value" : "Copeland"} , "tablingMemberPrinted" : [{"_value" : "Mr Jamie Reed"} ], "uin" : "7632"} , {"_about" : "http://data.parliament.uk/resources/390726", "AnsweringBody" : [{"_value" : "Department for Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/390726/answer", "answerText" : {"_value" : "

The UK City of Culture competition is open to areas that have a clear urban focus, which could include a city or large town, two or more neighbouring cities or towns, or a closely linked set of urban areas.
