The process for selecting Town Deals was designed by civil servants in the Department and agreed by previous Ministers. Regional spread was an important priority and Ministers therefore considered the priority towns by region. All towns in the highest priority group for each region were selected. Ministers then used their judgment and local knowledge to select those in the medium and lower priority groups. In making that judgment, Ministers looked at both opportunities arising from investment in the wider area, and potential job losses in the future. Ministers were responsible for qualitative judgments and took the final decisions.<\/p>

The EWS1 is not a government form nor a legal requirement. It was created by industry to help with mortgage valuations for flats in blocks with cladding.<\/p>

Waking Watch, when operated in accordance with the Simultaneous Evacuation Guidance published by the National Fire Chief\u2019s Council (NFCC) is a legitimate risk mitigation measure in buildings which move from a stay put to simultaneous evacuation fire safety strategy. NFCC guidance recommends that a Waking Watch should only be in place for a short period of time and that the Responsible Person should move quickly to install a common fire alarm system as they are a more cost effective and reliable option.<\/p>

We are aware that too many buildings are relying on Waking Watch for too long and that in many cases the costs are being borne by leaseholders. That is why we have provided £30 million to install common alarm systems in eligible buildings to replace expensive Waking Watch measures. The Government wants to make sure all assessments of external walls are done to a consistent standard, which is why we commissioned the British Standards Institution to produce a code of practice for professionals to follow. Publicly Available Specification (PAS) 9980 will provide specific advice to enable professionals carrying out the assessment of external wall systems in a consistent manner.
