Since 2010, Coalition Ministers have undertaken regular visits to a wide variety of local authority areas in England, whilst balancing their Parliamentary work, internal Ministerial meetings in London and meetings of Cabinet Committees. Ministers also regularly host delegations from local authorities for meetings in Westminster.<\/p>

<\/p>

York's historic city, the traditional county town of Yorkshire, has a rich tapestry of cultural attractions and a thriving economy, including a particularly strong service industry sector and a fine university. I fear it is unlikely that Ministers will be able to visit this week before the dissolution of Parliament, but this will be our loss at not being able to see what York has to offer first hand.<\/p>

My Department does not centrally hold information on political visits that will take place after dissolution, but I understand the my rt. hon. The West Yorkshire governance review, published in July 2013, stated the wish for the area of the City of York Council to be included in the West Yorkshire Combined Authority, should the necessary legislative changes be made. The Government is committed to ensure that the combined authorities\u2019 legislation is appropriate. Following its recent consultation, the Government intends shortly to lay a draft Legislative Reform Order which, if approved and made during the next Parliament, would give greater flexibility to enable - for example \u2013 local authority areas which do not all share a boundary but which are in same functional economic area, to form or join a combined authority. Changes can be made to an existing combined authority on the approval of Parliament. If York and the West Yorkshire Combined Authority wish for York to join the Combined Authority, and if the statutory conditions are met and there is wide local support, this Government would seek Parliament\u2019s approval to make this change. Following our reform and decentralisation of the Housing Revenue Account in April 2012, the system has fundamentally changed and no longer operates in that manner outlined in the Hon Member\u2019s question. Councils now manage their housing stock without annual payments to or from central government. They now keep their rental income and use it to fund their housing stock (called \u2018self-financing\u2019).<\/p>

In 2012, the move to self-financing included a one-off settlement payment to, or from, each council, giving each a level of debt it can support, based on a valuation of its council housing stock. Where the valuation was lower than the amount of housing debt supported through the Housing Revenue Account subsidy system, the government paid off the difference. Where the valuation was higher than the debt supported by the Housing Revenue Account subsidy, the council paid the difference to the government.<\/p>

These payments were based on a valuation of each council\u2019s stock, using a 30-year discounted cash flow model of income and expenditure. The costs in the model assumed that councils will need to spend on average 15 per cent more on managing, maintaining and repairing their stock than was assumed under the subsidy system. The self-financing settlement took into account an assessment of local authorities\u2019 needs, including major repairs.<\/p>

These reforms have given councils the resources, incentives and flexibility they need to manage their own housing stock for the long term and to improve quality and efficiency, and they have also provided a clearer relationship between the rent a landlord collects and the services they provide.<\/p>
