As part of the Female Offender Strategy, we are committed to working with local and national partners to develop a \u2018Residential Women\u2019s Centre\u2019 pilot in at least five sites across England and Wales. We have recently concluded our first phase of consultation with stakeholders, partners and providers. This has included close working with colleagues across Welsh government on any Wales-specific implications and requirements, as well as engagement with providers of women\u2019s services in Wales. The Welsh Government also has representation on our Advisory Board for Female Offenders, which scrutinises the work of the Female Offender programme and the implementation of the Female Offender Strategy.<\/p>

Whilst no decisions regarding the locations of the Residential Women\u2019s Centre pilot have been made, we appreciate the need to ensure adequate provision of women\u2019s support services in Wales. I have discussed this issue with Jane Hutt AM, Deputy Minister and Chief Whip, and look forward to continuing discussions with our Welsh partners on how best to achieve this.<\/p>

The number of women that have been sentenced to up to six months custody in England and Wales in each year since 2010 has been published up to December 2017 and can be found in the table below. Data for 2018 will be published in May 2019.<\/p>

We want to see fewer women serving short custodial sentences as evidence clearly shows that putting them into prison can do more harm than good for society, failing to cut the cycle of reoffending and often exacerbating already difficult family circumstances.<\/p>

<\/p>

That is why we are shifting the focus to managing women in the community where they can access a wider range of support, for example, helping them with substance misuse and mental health problems.<\/p>

<\/p>

Last year the department published our dedicated female offender strategy setting out a commitment to divert the most vulnerable women in the criminal justice system away from custody. As part of that we are by investing £5million in community provision for women.<\/p>

We know that of those released in the 2011/12 tax year, a higher proportion of female offenders were claiming out-of-work benefits both before and after their caution/conviction or prison sentence, than male offenders.<\/p>

<\/p>

The proportion of women claiming out-of-work benefits in the month before receiving a conviction/caution or prison sentence was 53%, which increases by two percentage points to 55% one month after a conviction/caution or release from prison.<\/p>

<\/p>

We are aware of a number of barriers that prevent women from entering employment on release from prison and are working to address these issues.<\/p>

<\/p>

Last May, we published the Education and Employment strategy which aims to set each prisoner on a path to employment, with prison education and work geared towards employment on release from the outset.<\/p>

<\/p>

Our strategy includes a range of initiatives to support this ambition. We do not hold the data as requested, but we do know that offenders who find employment on release from prison are less likely to reoffend than those who do not.<\/p>

<\/p>

Offenders who found P45 employment in the twelve months after release from prison had one year re-offending rates that were 6-9 percentage points lower than similar offenders who did not find employment.<\/p>

<\/p>

1. These figures have been derived from administrative IT systems, which as with any large scale recording system, are subject to possible errors with data entry and processing.<\/p><\/td><\/tr>

2. A proven reoffence is defined as any offence committed in a one year follow-up period that leads to a court conviction, caution, reprimand or warning in the one year follow-up or within a further six month waiting period to allow the offence to be proven in court.<\/p><\/td><\/tr>

3. Number of offenders in each disposal category do not sum to the total number of offenders. This is due to a difference in methodology to provide a realistic and relevant view of proven reoffending by disposal type. The first event within each disposal is taken as the start point. Therefore, some offenders will appear in more than one disposal category.<\/p><\/td><\/tr>

4. From October 2015 onwards, reoffending data are collected using different data sources to previous quarters. Therefore, users should be cautious when making any comparison between the October to December 2015 cohort and earlier cohorts. 5.
