As set out in the Government\u2019s response to the Intelligence and Security Committee\u2019s report on Russia, our adversaries adopt a whole of state approach to hybrid and malign activity and tackling it therefore requires a cross-Government and cross-society response. In order to do so effectively, the Government draws on the skills, resources and remits of different departments, agencies and non-government organisations.<\/p>
This activity is coordinated by the Defending Democracy programme in the Cabinet Office, with individual Government departments and the Security and Intelligence Agencies playing a key role in all relevant areas. As announced in the Queen\u2019s Speech, the Home Office is bringing forward new legislation to provide the security services and law enforcement agencies with the tools they need to disrupt state threats, including threats to democracy. The National Security Council keeps this and all aspects of the Government\u2019s approach to protecting UK democracy under review.<\/p>

There has been engagement with Welsh Government counterparts - as well as weekly engagement at official level - about the inland border sites in North Wales. Provision of Border Control Posts for SPS checks is a devolved matter. However, Defra, HMRC, Wales Office, and Welsh Government are working constructively to define an appropriate control regime for customs and biosecurity checks to be in place and operational at the sites in Parc Cybi from 1 January.<\/p>
The Warrington Inland Border Facility has been operational since January 2021 and has the capacity to handle more than 700 goods vehicle movements per day for customs checks. Together with other inland border facilities, such as Birmingham and Sevington, there is more than adequate capacity to accommodate any shortfall capacity at Welsh ports and inland sites in January 2022, should this be needed.<\/p>
