The Committee discussed access to and uptake of Voter Authority Certificates at its recent public evidence session in March. A transcript of the session is available on the Committee's website.<\/p>
The Commission has said that while increases in awareness of voter ID requirement have been strong, Voter Authority Certificate applications were lower than might have been expected.<\/p>
It has noted that this may reflect the number of people wanting to vote in these elections, take-up of postal and proxy voting, or that some voters have not applied in time for the deadline.<\/p>
The Commission will consider the levels of take-up and the reasons for this as part of its evaluation of the implementation of voter ID. The Commission has highlighted that voting by post is a safe and popular method of voting, with safeguards in place to protect against from fraud. Postal voters are required to provide their signature and date of birth when applying for a postal vote, and again when casting their vote. Returning Officers are responsible for checking these match.<\/p>
The Commission also encourages campaigners to follow the voluntary Code of Conduct, which makes clear that political parties and campaigners should not assist in completing a ballot paper, or handle completed ballot papers.<\/p>

The Electoral Commission\u2019s independent evaluation of the Government\u2019s pilots, held in 2018 and 2019, found no evidence that turnout was significantly affected by the trialled introduction of an ID requirement at polling stations.<\/p>
However, the evaluations noted that the pilots were not representative of the UK population and it was therefore not possible to draw definitive conclusions, particularly about the likely impact at a national poll with higher levels of turnout.<\/p>

The Electoral Commission has an important duty to promote public awareness of the UK\u2019s electoral systems.<\/p>
Following the extension of the franchise to 16 and 17 year olds in Wales, the Commission has been working with teachers and youth leaders to support citizenship education, and has shared new education resources for young people across the UK, including versions specific to Wales.<\/p>
The Commission continues to develop further political literacy resources for young people across the UK, and will publish additional materials ahead of the upcoming elections in May 2022. It has also recently established a youth voice network to inform this work, which includes representation from young people in Wales.<\/p>

The interests of the public, and particularly their trust and confidence in the democratic process, are central to the work of the Commission.<\/p>
It supports electoral administrators to deliver high quality electoral registration and administration services to voters, and by providing detailed guidance to ensure they can undertake their responsibilities. It also provides direct information to voters - such as on voter registration and on preventing voter fraud - to support them in participating with confidence in the democratic process.<\/p>
It oversees the regulation of political finance and compliance with Parliament's rules.
