It is not possible to confirm exactly how many people in Wales became ineligible for the Severe Disability Premium (SDP) following their move to Universal Credit due to a change in circumstance. This is because each case must be individually assessed to determine whether SDP eligibility would have continued following the end of their claim to Employment and Support Allowance (ESA), Jobseekers\u2019 Allowance (JSA) or Income Support (IS).<\/p>
<\/p>
Information on claimants of JSA and IS in receipt of SDP who have moved to Universal Credit would incur disproportionate cost in response to a Parliamentary Question.<\/p>
<\/p>
Since 16 January 2019 claimants who are in receipt of SDP or who have been entitled to an award of an existing benefit that included SDP in the previous month, and who have continued to meet the SDP eligibility conditions, have been prevented from moving onto Universal Credit if they experience a change in circumstances. Instead, these claimants will continue to claim legacy benefits until DWP move them onto Universal Credit where transitional protection will be available, thereby safeguarding their existing benefit entitlement.<\/p>

Applications for a Universal Credit advance can be made in a number of ways: in person, by telephone and also online. To identify and collate the total number of applications made would incur disproportionate cost. Consequently, we do not hold the information requested.<\/p>

Universal Credit claimants may be eligible for an advance payment, in order to provide extra financial support for those who need it most. The Department has increased the maximum advance a claimant may receive at the start of their claim to 100 per cent of their indicative award and has extended the repayment period to 12 months. From October 2021, this maximum repayment period will be extended further to 16 months.<\/p>

Around 60% of eligible new claims to Universal Credit received an advance in January 2019. Subject to parliamentary approval, we have sought powers to conduct a pilot phase of Managed Migration, to track up to a maximum of 10,000 claimants through the process. The goal of the pilot is to learn as much as possible and to increase numbers as slowly and gradually as necessary, and there will be safeguards in the process to ensure that no-one is left behind. We will report on our findings from the pilot before bringing forward legislation to extend managed migration.<\/p>
<\/p>
We have said that all individuals will be tracked all the way through the pilot process and understanding the reasons for unsuccessful applications will be an important part of the pilot. However, there will be safeguards in place to protect those who might otherwise fail to make a successful claim.<\/p>
<\/p>
The Department is committed to finding those who will need support and will help them through the process, including home visits where necessary. This will give an indication of the size of the support requirement which will be key information for any future scaling.<\/p>
