The Williams Rail Review is looking at the current franchising system and considering how it can best support the public and private sector to work together, while delivering benefits for passengers, freight and taxpayers.

The Department will publish a White Paper on the review’s recommendations, with the implementation of reforms planned to start from 2020. Whilst the Review is underway, we will continue to work closely with the industry to ensure that rail delivers the day-to-day performance and transformational improvements that passengers expect.

The search and rescue and salvage response to the grounding of the Norwegian registered fishing vessel, Northguider, was coordinated by the Norwegian authorities; the UK Maritime and Coastguard Agency was not involved in the response.

The grounding occurred on 28 December 2018, and the Norwegian authorities have not provided information from any investigation of the incident. As such it would be premature to attempt to draw any conclusions on potential lessons to be learned.

The Government has set out its preferred option for one new runway in the South East by 2030. This is being taken forward through the Airports National Policy Statement, which was designated by the Secretary of State on 26 June 2018. It provides the primary basis for decision making on an application for development consent for a Northwest runway at Heathrow Airport, which includes the strict environmental requirements that any applicant will have to meet.

In June 2018, the Department released its policy to provide support for all airports across the UK with the exception of Heathrow to make best use of their existing runways subject to relevant environmental considerations being addressed. Airports that wish to increase either the passenger or air traffic movement cap to allow them to make best use of their existing runways will need to submit applications to the relevant planning authority.
